Guidelines for Authors

Please prepare your manuscript before submission, using the following guidelines:

Articles  should be topical and original, should outline tasks (issues), describe key results of the author’s research and his\her conclusions.

Manuscripts are accepted in electronic form at: vgmu@hse.ru

After receiving the manuscript, a notification is sent to the author at the address from which it was sent.

The received article is checked by the editorial board for compliance with the thematic concept of the journal, as well as the requirements for the design of articles. If these requirements are not met, the author is informed that the article cannot be accepted for consideration until appropriate corrections are made. If the design requirements are met, the article is sent to the reviewer.

The reviewers are members of the editorial board, as well as specialists attracted from outside. The average review period is 3-5 months. The review should give a general assessment of the article (recommended for publication, recommended for revision, recommended for rejection) and formulate specific comments or grounds for rejecting the article. The grounds for rejection may be both significant shortcomings of the conducted research (for example, gross errors in the experimental plan, inadequate statistical processing), and significant shortcomings in the text of the article itself (for example, serious violations of the logical coherence of the text, lack of necessary sections). The Editorial Board reserves the right to reject an article without review in the following cases: low scientific level of the article, inconsistency with the format, profile or concept of the journal.

The review procedure is anonymous.

If it is proposed to finalize the article, the author can send a second version, which will be re-sent for review. If the author does not agree with any of the reviewer's comments, then he should write a separate response to the reviewer, in which he should indicate which comments were not taken into account and explain why. If, after re-reviewing, the authors are unable to sufficiently take into account the comments, the article is rejected.

The decision on publication is made by the editorial board based on the results of the review and subsequent discussion of the article at a meeting of the editorial board.

Publication in the journal is free of charge

Manuscript requirements

Format

All files should be submitted as a Word document.

The text should be in Times New Roman 12 pt, 1.5 spaced and fit to the width, all margins should be 20 mm.

Tables, figures and graphs must be in an editable format.

Article Length

Articles should be of between 20000 and 60000 characters (incl. spaces). Optimal article length size is 40 000 characters.

Article Title

should be submitted in the native language and in English. A title of not more than eight words should be provided.

Author’s Details (in English)

Details should be supplied on the Article Title Page including:

• Full name of each author
• Position, rank, academic degree
• Affiliation of each author at the time the research was completed
• Full postal address of the affiliation
• E-mail address of each author

Structured Abstract

Abstract should be informative (no general words), original, relevant (reflects your paper’s key content and research findings); structured (follows the logics of results’ presentation in the paper), concise (between 200 and 250 words).

Originality/value (mandatory)

It is appropriate to describe the research methods/methodology if they are original or of interest for this particular research. For papers concerned with experimental work describe your data sources and data procession technique.

Describe your results as precisely and informatively as possible. Include your key theoretical and experimental results, factual information, revealed interconnections and patterns. Give special priority in your abstract to new results and long-term impact data, important discoveries and verified findings that contradict previous theories as well as data that you think have practical value.

Conclusions could be associated with recommendations, estimates, suggestions, hypotheses described in the paper.

The information contained in the title should not be duplicated in the abstract. Try to avoid unnecessary introductory phrases (e.g. “the author of the paper considers…”).

Use the language typical of research and technical documents to compile your abstract and avoid complex grammatical constructions.

The text of the abstract should include key words of the paper.

Keywords

Please provide up to 10 keywords that encapsulate the principal topics of the paper on the Article Title Page.

Headings

Headings must be concise, with a clear indication of the hierarchical distinction between the headings.

Figures

All figures should be of high quality, legible and numbered consecutively with Arabic numerals. All figures (charts, diagrams, line drawings, web pages/screenshots, and photographic images) should be submitted in electronic form.

References

The article should contain a representative list of scientific literature on the topic of the article. It includes publications of recent years by domestic and foreign authors. Official documents are given in the article and in links to the text, by the decision of the author they are placed in a separate list: "Official documents".

Volume. It is recommended to include references to scientific articles, monographs, collections of articles, collections of conferences, electronic resources indicating the date of circulation, patents available to a wide range of English-speaking readers in the list of references. The recommended volume of the list of references is about 25 sources.

These should be available publications:

- Scientific publications included in the Scopus or Web of Science databases. The number in the list of references is at least 17.

- Scientific publications in English in peer-reviewed scientific journals with open access status with a direct Internet link to the publication.

- Scientific publications and patents in a language other than English in peer-reviewed scientific journals with open access status and English-language metadata

(source title, article title, author data, abstract, keywords, list of cited literature) with a direct Internet link to the publication.

We do not recommend including references to textbooks, teaching aids, lecture notes, other educational literature, dissertations, interstate, and state regulatory documents in the list of references.

For a representative review of the literature, the sources must be up to date.

- The list of literature should contain at least 8 articles from scientific journals no older than 10 years, 6 of them - no older than 3 years.

According to the requirements of the journal, a literature review must confirm the absence of a solution to the set goal in the world literature, and therefore the list of references must contain not only domestic, but also foreign publications.

- The recommended volume is at least half of the total number of sources in the bibliography.

- Foreign sources are publications in journals and collections of articles published in countries other than the country where the author is affiliated. The language of publication in this case does not matter.

OFFER to Conclude a Publishing Agreement

(hereinafter the “Licensor”) hereby offers the Federal State

Autonomous Educational Institution for Higher Education

National Research University Higher School of Economics

(hereinafter the “Publisher”) to conclude a publishing agreement

1. The Licensor grants to the Publisher a simple (non-

exclusive) license to use the following work(-s):

1.1. reproduction of the Work in paper, electronic or any other

 media, including reproduction in computer memory, in any form

and any number of copies;

1.2. distribution of the Work through sale or other transfer of

1.3. making the Work universally available by allowing

universal access to the Work from any place and at any desired

time by publishing the Work on the Internet;

 1.4. incorporation of the Work into composite and other works,

including electronic databases;

1.5. translating or otherwise processing the Work with the

 possibility of subsequently using the translated or processed

Work (derivative Work) in any way and holding an exclusive

right to the derivative Work.

2. The license to use the Work is granted for the purposes of

publishing (reissuing) the Work, and for other purposes that may

be fulfilled by the Publisher through the ways stipulated in

Clause 1 of the present Offer.

3. Within one year upon receiving a copy of the Work, the

Publisher shall publish it at their own expense in the following

journal: Public Administration Issues

4. The Work can be used world-wide during the entire period

of validity of the exclusive license to the Work.

5. The Publisher is granted the license to use the Work free

of charge.

6. The Publisher may assign the license to use the Work to

others (conclude sublicense agreements) without the Licensor’s

permission.

7. The Publisher is not obligated to give the Licensor an

account of how the Work is used.

8. The Licensor grants the Publisher the right to provide the

 Work with illustrations, prefaces, afterwords, comments and

other explanations and captions. The Publisher shall notify the

Licensor of any such additions by any means, including by email.

The Publisher can abridge or supplement the Work upon the

Licensor’s permission which can be expressed by any means,

including by email.

9. The Licensor grants the Publisher the right to use the Work

under the following name: _______________

10. The Licensor shall provide the Publisher with an electronic

copy of the Work as a file that can be accessed and edited in

«Microsoft Office 2013», Microsoft Word 2013, together with the present

Offer. The Publisher can change the format of the file containing the Work,

including converting it to a format that is convenient or necessary

for using the Work in ways stipulated by the present Offer.

11.The Licensor guarantees to be the sole author and

proprietor of the Work and grants that conclusion of a publishing

agreement under the present Offer does not violate any rights and

lawful interests of third parties. If the Publisher receives

complaints from third parties arising from the use of the Work in

accordance with the present Offer, the Publisher is entitled to

demand that the Licensor take all the necessary measures at the

latter’s expense to assure that the Publisher does not incur any

expenses (or to reimburse the expenses already incurred by the

Publisher) that may arise from such complaints.

12.The Licensor confirms that the license to use the Work has

 not been transferred to anyone heretofore. If such a license has

been previously granted to any third parties, the Licensor shall

give information about all such parties to the Publisher at the

latter’s request within the time period fixed by the latter, and

provide all the information at the Licensor’s disposal about the

 media where the Work has been published.

13. If the Work has not been published heretofore, the

 Licensor shall ensure that any subsequent publication of the

Work in other media shall include information that the Work had

been first published in the journal specified in Clause 3 of the

present Offer.

14.The license to use the Work is considered to be granted to

 the Publisher from their first use of the Work as stipulated in

Clause 1 of the present Offer.

15. In order for the Publisher to observe the Russian legislation

on personal data, and to ensure efficient use of the Work by the

Publisher, the Licensor consents to the collection,

systematization, accumulation, storage, specification (updating,

use, blocking, destruction, depersonalization and

transfer to third parties of their personal information contained

herein for the entire period of validity of the exclusive license to

the Work. The Publisher shall not transfer the information of the

documents to third parties without the Licensor’s permission

(depersonalization).

16.The Licensor guarantees that any documents, notifications,

queries and other messages received by the Publisher from the

 Licensor’s email address(-es):

shall be sent by the Licensor personally or under their request.

The Publisher shall regard such documents and messages as

originating from the Licensor and of the Licensor’s own volition.

The guarantee stipulated by this Clause does not cover cases of

unauthorized hacking of the Licensor’s mailbox(-es) by third parties.

Licensor shall notify the Publisher that their mailboxe(-es) has been hacked immediately upon receiving news thereof.

Otherwise, any documents and messages sent from the Licensor’s

email address(-es) shall be deemed as sent by the Licensor personally.

The present Offer constitutes an offer in accordance with Article

435 of the Civil Code of the Russian Federation. The Licensor

understands that if the Publisher begins to use the Work in ways

stipulated in Clause 1 of the present Offer within 1 (one) year

upon receiving it (i.e., accepts the present Offer), this shall mean

that a publishing agreement has been concluded between the

Publisher and the Licensor on the terms stipulated in the present

Offer. Such an agreement shall remain in force until the Publisher

and the Licensor fulfill all their obligations.

If the Publisher accepts the present Offer, its terms shall apply to

relations between the Licensor and the Publisher that have existed

since:

the Russian and English versions of the present Offer, Russian version shall take precedence.

The affiliation work and e-mail address of the authors of the manuscript accepted for publication will be published in the section "information about the authors" of the printed version of the journal and in the section "about the authors" on the page of the article on the website of the journal.
The phone number of the corresponding author will be known only to the editorial Board Secretariat and will only be used in cases of emergency
