The journal "Society and Economics" was established on the initiative of the Russian Academy of Sciences and in accordance with the decree of the Council of the International Association of Academies of Sciences (Decree of the Council of IAAS No. 37 of November 17, 1995).

The presidents of the member academies of the International Association of Academies of Sciences (IAAS) issued a Memorandum of Association for the publication of the journal “Society and Economy” as an international journal and signed the Charter of the journal. From the pages of the journal, the presidents of Armenia, Belarus, Vietnam, Georgia, Kyrgyzstan, Moldova, Russia, Ukraine, the Prime Minister of the State Council of the People’s Republic of China, and the Prime Minister of Armenia addressed the readers in different years. Representatives of the academies of sciences of Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, as well as the National Center for Social and Human Sciences of the Socialist Republic of Vietnam were delegated to the editorial board of the journal.

In accordance with the Charter of the journal, in addition to publishing the journal, its international editorial board and the editorial team of the journal, with the active participation of scientists from the CIS countries, carry out research, as well as scientific and organizational work on the publication of monographs of international authors' teams (a total of 5 such monographs have been published, and international scientific conferences have been held).

The journal contributes to the development of multilateral scientific ties between scientists, including those working in the CIS countries, which has a positive impact on the formation of mutual understanding, and allows the exchange of practical experience of socio-economic development. Besides an international journal of historical studies, this is the only international journal of the CIS countries, dedicated to social issues.

The journal “Society and Economy” welcomes innovative approaches that are debatable in nature, providing an opportunity for famous scientists and young specialists to report on:

  • economic models in the modern world;
  • methods of stabilizing the economy in a crisis;
  • problems of balance in the economy;
  • modern concepts of economic growth;
  • problems of the political organization of society in post-socialist countries.

The Phenomenon of Deindustrialization and the Development of National Economies

Abstract
The article summarizes the results of theoretical studies that define the essence of the deindustrialization phenomenon and substantiate the negative impact of deindustrialization on a country's economic development. The focus is on the trends of slowing economic growth and weakening the country's competitive position in global markets as a result of reducing the share of industrial production in GDP, as well as on social issues. The authors conducted an empirical study to assess the current impact of the deindustrialization phenomenon on the economic development of individual countries. As a result, in a wide sample of countries (74 countries), a direct relationship was established between the share of industrial production in GDP, the growth rate of the share of employment in industry and the rate of economic growth, and the inverse relationship between the share of employment in industry and the growth rate of GDP. The study also revealed a direct relationship between the share of industrial production in GDP and the trade balance, and a reverse relationship between the average annual growth rate of industrial employment and the trade balance. Finally, the study found that the higher the share of industrial employment, the lower the social differentiation in society. The study empirically confirms the negative impact of deindustrialization on the economic development of individual countries, but the severity of the problem can vary greatly due to various institutional factors.

Industrial Enterprise Managers’s Assessment of State Economic Policy: Who Approves of Government Policy?

Abstract
Based on survey data from the Russian Economic Barometer, this study examines the dynamics of industrial enterprise managers’ assessments of state economic policy. A comparative analysis of three groups of manufacturers — those who approve of economic policy, those who disapprove of it, and those who find it difficult to assess it — led to the following conclusions: (1) those with a better financial position, better production indicators, and those who have received government contracts are more likely to approve of economic policy; (2) those who approve of government policy are more active in investing and implementing larger projects; (3) regardless of their approval of economic policy and financial and economic situation, enterprises have little interaction with the banking sector and are excluded from access to investment loans. (4) According to enterprise managers, of the two economic policy directions — restraining inflation or stimulating production — the latter remains the priority.

Digitalization as a Factor in Increasing the Efficiency of the Public Procurement System: an Empirical Analysis

Abstract
The paper presents the results of an analysis of the impact of digitalization of the public procure- ment on the efficiency of its functioning, based on empirical data on the public procurement in Russia in 2006—2024. The study takes into account the dynamics of five efficiency indicators and three digitalization indicators; the author uses correlation and regression analysis methods. The results of the study do not confirm the initial hypothesis about the unconditional positive impact of digitalization on the efficiency of the public procurement system. The author also discusses the factors that may have had a restraining effect on the fuller use of the potential of digitalization to improve the performance of the public procurement.

Strengthening the Impact of the Economic Mechanism on the Cost Assessment and the Formation of Prices in the Republic of Uzbekistan

Abstract
This article examines some current issues related to the impact of the economic mechanism on the valuation of key production factors and the achievement of equivalent intersectoral commodity exchange in the economy. Particular attention is paid to the analysis of trends in government regulation of pricing, taxation, and other instruments of the economic mechanism that influence price formation. The aim of the study is to substantiate the need to improve the effectiveness of pricing regulation, develop measures to ensure conditions for equivalent intersectoral exchange in the core sectors of the national economy, to achieve a fair valuation of key production factors, and curb unjustified increases in costs, profits, and prices for products of natural monopolies and monopolistic enterprises. Based on the study's results, recommendations have been developed for improving the economic mechanism, and in particular, its two most important economic instruments — pricing and taxation.

Formation of a Circular Economy: Analysis of Tools for Engaging Consumers in Responsible Consumption Practices

Abstract
The rapidly growing global population and the rise of individual consumption, coupled with low public engagement in environmental practices, are recognized as a key obstacle to the transition to a circular economy. This article analyzes the use of the huge advertising and communications potential of large retail chains to engage the population in a circular economy by raising environmental awareness and promoting responsible consumption practices. The empirical basis of the study was a database of social media communications from six of the largest grocery retailers over nine years, from 2015 to 2023. Latent semantic analysis is used to structure environmental communications: key themes are identified, their weights are determined, and a theme map is constructed. The identified tools for engaging the public in the circular economy are systematized according to the 5Ps model (product, packaging, price, point of sale, promotion of eco- friendly consumption patterns) in three areas: reduce, reuse, and recycle. The effectiveness of the communication is assessed based on the consumer engagement rate.

Corporate Accelerators in Russia: Model Typology and Adaptation Factors

Abstract
The study analyzes corporate accelerator models at large Russian companies, taking into account the specifics of the Russian business environment. The methodological base includes theoretical analysis, systematization of international and domestic experiences, collection of secondary data from open sources and interviews with representatives of large corporations. As a result, key models of accelerators have been identified, factors that contribute to the successful implementation of programs revealed, and barriers to implementation are shown. The originality of the study lies in the adaptation of international classifications of accelerator models to Russian realities. The obtained results provide practical recommendations for companies and serve as a basis for further research in this area.

A Methodological Approach to Assessing Spatial Adaptation Processes in the Context of Dynamic Structural Transformations

Abstract
This article presents the results of the authors study of spatial adaptation processes in the context of dynamic structural transformations occurring in the national economy. The authors systematized theoretical approaches to the concept of "dynamic change" and constructed a model of the relationships between key analytical projections that form the core of adaptation processes, including social, economic, digital, and environmental projections. A quantitative assessment of the relationship between the adaptation process and performance indicators is given. The authors tested the findings using systematized statistical data from the Ural Federal District.

The Impact of the Healthcare System on the Increase of Human Capital of the Population

Abstract
This article provides a comparative analysis of the state of healthcare systems in several former Soviet republics. It examines the state of healthcare systems in Russia, Belarus, and Kazakhstan before and after the collapse of the USSR. It notes that, since 1991, healthcare systems in the former Soviet republics have undergone significant changes, including a sharp reduction in hospital and outpatient facilities, as well as hospital beds. Common issues include inadequate staffing of healthcare organizations, low public spending on healthcare (as a percentage of GDP), and a steady decline in the birth rate in Russia and Belarus. It is emphasized that the effectiveness of national healthcare systems directly impacts healthy and productive life expectancy. A conclusion is drawn about the influence of government decisions on increasing the population's human capital.

The Prospects for Russian Gas Exports

Abstract
Despite external circumstances, in 2024 the role of the gas industry in the Russian economy increased, which is associated with an increase in production and an increase in LNG supplies, in contrast to the oil industry, where there is a tendency for both a decrease in production and exports. This is largely due to the fact, that the gas industry is considered more efficient and attractive in terms of added value. At the same time, the increase in natural gas production in Russia is characterized by an increase in greenhouse gas emissions, although to a lesser extent than the extraction of oil and coal. Thus, according to the IEA, the share of the gas industry (taking into account the transportation and production of LNG) in methane emissions in Russia is 26.2% (the world average is 20.2%), while the share of the oil and coal industries is 43.3 and 26.8%, respectively. It can be stated that natural gas is the cleanest fossil fuel. The subject of the study is the processes of transformation of Russian gas exports, including pipeline supplies and LNG. According to the author, the most promising way to increase exports in the long term may be to increase LNG supplies, which is especially relevant in the context of the development of the Northern Sea Route.

Renewable Energy as a Driver of Economic Growth in ECO Countries

The article analyzes the role of renewable energy sources as a factor in sustainable economic growth in the countries of the Organization for Economic Cooperation. Particular attention is paid to the analysis of greenhouse gas emissions and climate commitments, in particular, achieving carbon neutrality, and renewable energy targets in the countries of the region. The article contains practical recommendations for the formation of an integrated energy market and increasing energy sustainability. The need to synchronize national strategies with international standards of sustainable development and decarbonization of the economy is noted.
