The models that are becoming the most widespread in the modern Russian economy, which are used for the practical substantiation of measures in the sphere of economic policy, have been analyzed in the paper. The key aspects related to the quality characteristics of the practical models have been defined. The gap between statistical data-collection methods has been stated, as well as the theoretical and methodical bases of some model structures. The place of the economic models has been represented in the course of discussion on the prospects of economic development.

The analysis of the dynamics of the Russian economy using the output gap indicator

In this paper we estimate the indicator output gap for the Russian economy in 2000–2015 using univariate and multivariate versions of the Hodrick–Prescott filter and the Kalman filter for the model of unobserved components (taking into account the Phillips curve). The calculation results show a slowdown of potential output after 2014.

The dynamics of housing affordability for the population of Russia in 2008–2014

The article discusses the dynamics of affordability for the Russia’s population of purchase of ownership of housing in the period between the two crises of 2008 and 2014. We conducted a comparative analysis of the results of housing affordability assessment made using different methods. We constructed a typology of Russian regions, i.e., subjects of the Russian Federation on a classical housing affordability index. We made an estimate of the proportion of housing affordable for acquisition by the population and the proportion of households with the opportunity to purchase standard housing. Multivariate calculations conducted will improve the objectivity and reliability of the assessment of housing affordability level. It is shown that the financial affordability of housing in Russia after the crisis of 2008 has increased in all considered indices.

The paper is devoted to estimating the midmarket running annual revenue of investments in the development of residential real estate under socioeconomic and town planning of the housing sphere. It provides variants of midmarket running annual revenue of investments in the development of residential real estate taken from different sources. The obtained coefficients allow us to shift from estimating the running annual return on investment in relation to the cost of construction to estimating this return in relation to the total investment cost.

The system of interbudgetary relations in Russia has been analyzed. The evolution of the Russian policy of fiscal federalism in 2000–2015 and the imperfection of tools of this policy have been considered based on official records. Changes in the rules of redistribution of budgetary resources at the regional level are proposed. In our opinion, these changes should stimulate regions in order to increase their budget revenues. Calculations that show the budgetary effects of the proposed approach have been presented.

This article analyzes the influence of the strategy for diversification of natural gas suppliers, proclaimed by the European Union, on the economy of an importer country and studies the prospects of development for Russian natural gas exports. Studying the case of Lithuania as an example, which simultaneously imports Russian gas and transfers it to Kaliningrad Oblast, opportunities and prospects for implementing the policy of diversifying exporters have been considered. The directions of policy adjustment for Russian gas exports under varying conditions have been discussed.
