An overview has been given of the key themes that define the socioeconomic development of Russia today. Different aspects of today’s Russian economic policy have been analyzed and its shortcomings have been determined. The potential for economic growth has been assessed. Issues associated with financing the economy and interest rates on loans have been discussed. The role of high technologies and digitization in the economy has been reviewed. Proposals have been formulated for renewing national economic policy.

Government Social Expenditures in the Draft Federal Budget of Russia for 2018–2020

The article has examined the Russian draft federal budget in terms of social expenditures based on the submitted materials by the Ministry of Finance. The dynamics of the planned income of various social groups has been shown, including salaries for workers, allowances for unemployed individuals, women with children, pensioners, etc. The level and the structure of the social part of expenditures in the draft budget have been critically appraised.

Toolkit for the Input–Output Analysis of the Performance of Russian Economy in 1991–2013

Input–output analysis has been used to study the impact made by microstructure factors such as final demand and the matrix of input–output coefficients on the performance of the total gross output of the Russian Federation in 1990–2013. The contribution of these factors to the economic dynamics during the transformational recession in 1991–1998 and the subsequent restoration growth of 1999–2013 have been numerically estimated.

The article has analyzed trends and problems in migration processes in the Far East of Russia in the 2010s. There are restrictions on population growth in the Far East due to migration. It has been determined that the implementation of modern policy decisions with regard to the Far East region does not create real prerequisites for increasing the incomes of the population. It has been proved that, in order to attract population to the Far East, it is necessary to institute economic development in the region that can increase incomes and make them comparable to other more successful federal districts.

The growing competition and increasingly diversified structure of the world economy and consumption of various resources require the intensification of innovative industrial activity in the Arctic zone of the Russian Federation and enhancement of its management effectiveness. This article describes and analyses a relatively new phenomenon that has not yet been discussed in the scientific literature. Part-time farmers emerged in Russian agriculture more than 15 years ago and still exist in this sector in Russia. The article considers the issues of how they came into being; their roles and social functions; their strengths, weaknesses, and specialization; and reasonable measures to use the advantages of this type of farm. The article studies priority indicators of the life quality of metropolises, which account for a large part of Russia’s population, including urban environment indicators such as ambient air quality, level of noise pollution, temperature waves, population density, and the urban greening rate. Based on studies in Moscow, Krasnoyarsk, and Rostov-on-Don, additional mortality rates associated with exposure to temperature waves of heat and cold were determined, as well as the effect of traffic intensity on the concentration of air pollution.

On the Construction of a Qualitative Model of the Russian ICT Ecosystem

This paper has analyzed the Russian ICT Ecosystem based on the concept of innovation ecosystems. A qualitative model of the ICT Ecosystem (in the matrix form) has been proposed that is based on an analysis of the exchange of resources (commodity-material resources, current financial resources, capital, manpower resources) among participants in the ecosystem. The constructed quality model and primary analysis of the statistical data were used as the basis for obtaining a number of important conclusions regarding the structural features of the Russian ICT Ecosystem.

Russian Companies at the End of 2017: Absence of Significant General Economic Changes and Progress in the Machinery Industry

The results of a regular poll of Russian companies in the real sector carried out by the Institute of Economic Forecasting of the Russian Academy of Sciences have been analyzed and commented on. The companies’ opinions on which macroeconomic problems in modern Russia they consider to be the most urgent have been presented. The data has been given on the methods the companies use to solve their production, financial, and marketing problems, as well as on the frequency of using these methods. The companies’ answers to questions on how mutual sanctions between the West and Russia have affected their activities have been considered for the fourth time. The estimates of the companies on the quality of the Russian machines and equipment, as well as a comparison of the quality of the Russian equipment with foreign analogs have been presented. The opinions of companies on the economic policy of the regional authorities have been studied. Information about the character and level of cooperation between the Russian companies and banks has been given. The current situation with provision of the companies with the labor resources has been presented.

The article discusses the problems and prospects for the development of a Russian nuclear power plants in South Africa, as well as other innovative energy projects in this country. Acute energy shortages in South Africa give Russia a unique chance to enter the African market and create a technological link between African countries and Russian innovations.
