Author Guidelines

REVIEWING

1. Allarticlessubmitted to theeditorial board andpassed the initialreview are subject to mandatoryreview.
2. Articles are acceptedinRussianandEnglish.
3. The editorial board guaranteescompleteanonymity of bothauthorsandreviewers.Allreviewersarerecognizedexpertson the subject of peer-reviewed materialsandhavepublishedon the subject of the reviewedarticleover the past3years.
4. The authorshouldsendtwoversions of the article to theeditorial office.: —original; —clearedofidentifyingattributes(i.e. the authorship of the article,linkstotheirownwork).
5. Based on the results of the review, the editorial board makesoneofthreepossibledecisions:—"reject",—"sendforrevisiontaking into account the comments of the reviewers",—"publish".
6. The editorial board sends the authors of the submitted materials copies of the reviews or a reasoned refusal.
7. The authormustbenotifiedof the decision.
8. The reviewperiodis1-2months, dependingon the problems of the submittedmaterial.
9. Alleditorialchanges are agreedwith the authorsbye-mail.
10. The reviews are keptin the publishing house andin the editorial office of the publicationfor5years.
11. The editorial board undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial office of the publication.

 TECHNICAL REQUIREMENTS

Russian Russian editorsacceptarticlesofup to 60,000characterswithspaces(including an abstractinRussian;biographicalinformation,keywords,referencesinRussianandEnglish,abstract)atmirros.info@gmail.com.

The materials are providedin the electronicformatMSWordforWindows;font—TimesNewRoman,size—12pt, line spacing—single.

Before the maintext of the articleshould be placed:

• the title of the article (in Russian and English);
• UniversalDecimalClassification(UDC);
• informationabout the author(inRussianandEnglish):

— full name, patronymic, surname of the author;

— academic degree, position;

— full name of the organization (the author's place of work);

—city,country

— the author's email address;

— ORCID (https://orcid.org/ХХХХ-ХХХХ-ХХХХ-ХХХХ);

• abstractinRussian(in italics)— at least500characterswithspaces;
• abstractinEnglish— at least250-300words(originalRussian is alsoattached);
• keywords(6-8words/phrases,separatelyinRussianandEnglish).

 Requirements for annotations in Russian

The abstractshouldgive a clearideaof the content of the article. The followingstructureispreferable:

• formulation of a researchproblem;
• description of the dataormaterialsused;
• a briefdescription of the researchresults(orreflections,if the articleisin the genre of purelytheoreticalanalysis).

Requirements for annotations in English

ThesamecontentrequirementsapplytoEnglishannotations as toRussian annotations (seeabove). The abstract is necessaryforenteringinformationabout the publicationinto the internationalScopuscitationsystemandinformingforeignreaders of the journal.

The notesto the text are arranged page by page.

The author is obliged to indicate the sources of citations, statistical data and other information provided in the article; abbreviations should be explained. References in the text should contain an indication of the author, the year of publication, and the page (for example: "... as V.N. Lexin believes [Lexin 2005, p. 43]" or "... some Western researchers support this theory [Burawoy 2001; Kennedy 2001; Fuller2000]").

The tables must be executed within the framework of the Word program. If graphic material is included in the article, the author must provide the source files: Excel should be used to create graphs and diagrams, and figures (no more than 135 mm wide) are provided in *.tif format, 300 dpi.

Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with each of the following items, and submissions that do not adhere to these guidelines may be returned to the authors.

• Отправляемый файл рукописи имеет формат Microsoft Word или RTF - *.doc, *.docx, *.rtf.

• Интернет-ссылки представлены в виде полных URL.

• Текст набран с одинарым межстрочным интервалом, шрифт Times New Roman, 12 pt; для выделения используется курсив, а не подчеркивание (кроме интернет-ссылок); все иллюстрации, графики и таблицы расположены в тексте там, где требуется по смыслу (а не в конце документа).

• Текст соответствует стилистическим и библиографческим требованиями Руководства для Авторов, расположенном в разделе "О нас".

• Были удалены имена авторов из заголовка статьи и выполнены другие требования документа Обеспечение Анонимности при Рецензировании.

An offer to conclude a publishing license agreement

I am, ________________, hereinafter referred to as the Licensor in the text of this proposal, I propose that the Federal State Autonomous Educational Institution of Higher Professional Education National Research University Higher School of Economics (hereinafter referred to as the Publisher) conclude a publishing license agreement with me for the following conditions:

1. The Licensor grants the Publisher the right to use the work(s) under the terms of a simple (non–exclusive) license in the following ways:

1.1. reproduction of the Work on paper and electronic media, including reproduction in computer memory; 1.2. distribution of the Work by sale or other alienation of its copies;

1.3. making the Work publicly available so that any person can access the Work from any place and at any time of their choice by posting the Work on the Internet, including on the Publisher's corporate portal located at www.hse.ru;

1.4. inclusion of the Work in composite works, including electronic databases;

1.5.translationorotherprocessing of the Workwith the possibility of subsequentuse by anymeans of suchtranslationorotherwiseprocessedworkanddisposal of the exclusiveright to thetranslationorprocessedwork.

2. The right to use a Work is granted for thepurpose of publishing(republishing)theProduction,aswellas for otherpurposesthatcanbeachieved by the Publisherthrough the implementation of the methodsspecifiedinparagraph1 of thisproposal.
3. The Publisherundertakes to publish the Workat his ownexpensein the Journal of SocialPolicyResearchwithinoneyearfrom the date of receipt by the Publisher of a copyof the Work.
4. The use of the Work is permittedthroughouttheworldduring the entireperiod of validity of the exclusiveright to theWork.
5. The right to use the Work is granted to the Publisher free of charge.
6. The Publisher has the right to grant the right to use the Work to otherpersons(to concludesublicenseagreements)withoutobtaining the Licensor's consent.
7. The Publisher does notprovide the Licensor with reportson the use of the Work.
8. The Licensorgives the Publisherhisconsenttomakeabbreviationsand additions to theWork, to supply the Work with illustrations,prefaces,afterwords,commentsor other explanationsandaccompanyinginscriptions.
9. A copy of the Workinelectronicform,in the format of a fileopened by the MicrosoftWord2010computerprogram, is transmitted by the Licensor to the Publisheralongwiththisoffer. The Publisher has the right to change the fileformatwith the Work,includingconverting it to aformat that is convenientandnecessaryfor the purposes of using the Work in the waysdefinedinthisproposal.
10. The Licensorguaranteesthatheis the soleauthorand copyright holderof the Work andthat the conclusion of apublishinglicenseagreementbased on thisoffer does notviolate the rightsandlegitimateinterests of third parties.In the event that claims are made to the Publisherbythirdpartiesinconnectionwith the use of theWork by him under theconditionsprovided for in thisoffer, the Publisher has the right to requiretheLicensor, at theexpense of the latter, to takeallnecessaryactions to exclude(orprovidecompensation for alreadyincurred) costs of the Publisherrelatedtosuchclaims.
11. The Licensorconfirmsthatprior to sendingthisoffer to the Publisher, the right to use the Work has not been transferred to otherpersons.Ifsuch a right has previouslybeengranted to thirdparties, the Licensorundertakes,at the request of the Publisherandwithin the time limit set by him, to provideinformationaboutallsuchpersons,aswell as to provideall information available to him about the publications where the Workwasposted.
12. If the Work has not been publishedprior to theconclusion of apublishinglicenseagreementbased on thisproposal, the Licensorundertakes to ensureitssubsequentpublicationinotherpublications in such a waythatthelattercontaininformationthat the Workwasfirstpublishedin the journalspecifiedinparagraph3 of thisproposal.
13. The right to use the Work is consideredgranted to the Publisherfrom the moment of the firstuse of theWork by him in anyof the ways specifiedinparagraph1 of thisproposal.
14. For the purposes of the Publisher's compliance with Russianlegislationonpersonaldata,the Licensor consents to thecollection,systematization,accumulation,storage,clarification(updating,modification),use,dissemination(includingtransfer),depersonalization,blocking,destructionof the followingpersonaldata: last name; first name;patronymics;registrationaddresses;seriesand number ofidentitydocumentsortheirsubstitutes;phonenumbers; otherdatarelatedto the conclusion of apublishinglicenseagreementbasedonthisproposal for the entiretermofsuchagreement.

Thisofferis an offerinaccordancewithArticle435 of the CivilCode of the RussianFederation.Iunderstandthatif, withinone(1)yearofreceivingthisoffer, the Publisherbegins to use the Work in the waysspecifiedinparagraph1 of thisoffer(i.e.acceptsthisoffer),thismeans that a publishinglicenseagreementhasbeenconcludedbetweenmeand the Publisher on the termsspecifiedinthisoffer.Thisagreement is validuntilIand the Publisher have fullyfulfilledtheirobligations.

Privacy Statement

The editorial Board of the journal and the administration of the website of the journal do not transfer personal information in any way specified by the users when working with the website of the journal to third parties, except for those cases and to the extent specified in the terms of the copyright agreement.
The affiliation work and e-mail address of the authors of the manuscript accepted for publication will be published in the section "information about the authors" of the printed version of the journal and in the section "about the authors" on the page of the article on the website of the journal.
The phone number of the corresponding author will be known only to the editorial Board Secretariat and will only be used in cases of emergency.
