PROCEDURE FOR CHECKING COPYRIGHT MATERIALS
for publication in the journal "Property Relations in the Russian Federation"
- After receiving the text from the author, the chief administrative editor of the journal reviews it for compliance with the profile of the journal, compliance with technical requirements for the design of the text and illustrative part, and also checks the article in the Internet service AntiPlagiat.ru. Resolves technical issues with the author. If the text of the article contains more than 25% of unoriginal (non-author's) material without indicating the citation of any source, then suggests that the author revise the article taking this remark into account.
- The chief administrative editor transfers the author's text of the article, in agreement with the chairman of the editorial board, to a member of the editorial board - an expert in the topic of the submitted material, who either reviews the article himself or sends it to an external reviewer without indicating the author's name, about which he informs the chief administrative editor. the editor of the journal, who then supervises the passage of the material. The review is submitted to the editorial board either according to the attached form (see Appendix), or in a free style, but reflecting the main points contained in the editorial form of the review.
- After receiving a positive review of the article, the editor-in-chief or the chairman of the Editorial Board make a decision on the publication of the article. If the review contains comments that are not of a fundamental nature, they are brought to the attention of the technical editor, who edits, proofreads and coordinates the text of the article with the author, taking into account these comments.
- If the review contains significant comments and the reviewer believes that the article requires revision, the editor-in-chief brings the review to the attention of the author with a proposal to revise the text in accordance with the recommendations of the specialist who sent the review. After receiving the revised text of the article from the author, the material is re-sent to the reviewer for review. Upon receipt of a positive conclusion from the specialist, the article is sent for publication, in the event of a negative review of the revised version, the editor-in-chief the editor sends the author a reasoned refusal to publish the article.
- In case of a negative conclusion of the reviewer, the chief adm. editor sends the author a refusal to publish the submitted material with an attached review without indicating the last name, first name, patronymic and place of work of the reviewer.
- The period for making a decision on the publication of an article or refusal to publish it should not exceed one month.
- Reviews are stored in the editorial office for at least 5 years. Upon written request, their certified copies can be provided to the Ministry of Education and Science of Russia and additional copies to the authors.

PUBLICATION ETHICS OF THE JOURNAL "PROPERTY RELATIONS IN THE RUSSIAN FEDERATION"
The Editorial Board and the Editorial Staff of the Journal "Property Relations in the Russian Federation" in their activities follow the norms and international standards established by the Committee on Publication Ethics (COPE).
ETHICS OF AUTHORSHIP OF SCIENTIFIC PUBLICATIONS
The author (or group of authors) understands that they are responsible for the novelty and reliability of the results of scientific research, which implies compliance with the following principles:
- authors must provide reliable results of the conducted research;
- authors must guarantee that the research results presented in the submitted manuscript are completely original. In case of using fragments of other people's works and (or) borrowing statements of other authors, the article must include appropriate bibliographic references with the obligatory indication of the author and the original source;
- all persons who made a significant contribution to the study must be indicated as co-authors of the article;
- Authors must disclose conflicts of interest that may affect the assessment and interpretation of their manuscript, as well as sources of financial support for the research (grants, government programs, projects, etc.);
- Authors are obliged to promptly notify the editorial board of the journal if they discover an error in any work submitted by them, accepted for publication, or published, and assist the editorial board in correcting the error. If the editorial board learns of an error from third parties, the authors must promptly correct the error or provide evidence of its absence;
- Authors must comply with copyright laws. Copyrighted materials may be reproduced only with the permission of their owners.
ETHICS OF REVIEWING SCIENTIFIC PUBLICATIONS
The editorial board selects reviewers who are independent of the materials under consideration, sufficiently experienced in the relevant field and have no conflict of interest with the authors. The editorial board maintains the confidentiality of the personal data of reviewers. The reviewer carries out a scientific examination of the author's materials, guided by the following principles:
- the manuscript received for review must be considered a confidential document that cannot be transferred for review or discussion to third parties who are not authorized to do so by the editors;
- the reviewer is obliged to give an objective and reasoned assessment of the presented research results;
- unpublished data obtained from manuscripts submitted for review must not be used by the reviewer for personal purposes;
- the reviewer is obliged to notify the journal if he has discovered any conflict of interest or any other circumstances that prevent him from forming a fair and impartial assessment of the article;
- a reviewer who believes that he is not an expert on the issues considered in the article must immediately report the impossibility of his reviewing the submitted article. ETHICS OF EDITING SCIENTIFIC PUBLICATIONS
In their work, the editorial staff and members of the Editorial Board of the journal are responsible for the publication of copyrighted works, which necessitates adherence to the following principles:
- the editors post information materials for authors (a list of necessary requirements for article design, the procedure for reviewing and reviewing articles) on the journal's website;
- the editors decide to accept or reject publications based on the results of checking the manuscript for compliance with the design requirements, as well as on the results of the review. The editors have the right to reject the publication of an article with signs of slander, insult, plagiarism or copyright infringement;
- the editors guarantee confidential, independent, honest and objective review of article materials;
- the editors have the right to reject an article without independent review if it is deemed not to correspond to the subject matter of the journal;
- the editorial board guarantees that materials not accepted for publication will not be used in the journal's editorial board members' own research;
- the editorial board undertakes to promptly consider each claim of unethical behavior by authors of submitted and already published articles, regardless of the time of its receipt, and to take adequate measures against such authors.
