Peer-Review

  1. All submitted manuscripts receive a registration number and first undergo mandatory testing for plagiarism. Manuscripts submitted in Russian are scanned for plagiarism using the Antiplagiat.VUZ software. Manuscripts submitted in English are currently being checked using the Google Scholar tools. Afterwards, the manuscripts are forwarded for independent peer review.
  2. Provided the manuscript conforms to the Journal's thematic and formal requirements, the Editor then selects independent reviewers. Reviewers should have an academic (Candidate or Doctor) degree in a field related to the subject of the manuscript. The reviewers assess the overall quality of the manuscript according to the Publication Ethics guidelines accepted in the Journal.
  3. The Editorial staff implements a single-blind approach to peer review, which means that the reviewers are aware of the author(s)' identities, while the author(s) are not notified about the reviewers' identities.
  4. Manuscripts are reviewed within the period of no longer than one month.
  5. During the review, the reviewer should be guided by the following considerations:

Compliance of the text with the Journal's scope;

Novelty and originality of the results;

Accuracy of citations;

Conformity of the article contents with the article title;

Appropriateness of the article length (whether it should be reduced/increased, etc.)

Validity of drawn conclusions (how well they are supported by the data);

Quality of illustrative material (tables and figures);

Scientific strengths and weaknesses of the article;

The reviewer's conclusion should contain one of the following recommendations: accept the manuscript in its current version; return the manuscript for revision (either major or minor); eject the manuscript without possibility of correction (reasons are to be provided in the review).

  1. The scan of the review is signed by the reviewer and forwarded to the Editorial board.
  2. The final decision on the possibility of accepting a paper without revision, returning it for revision or rejecting outright lies solely with the Editorial board.
  3. Any article sent to the author(s) for revision should be returned in corrected form, containing responses to all the comments and explaining all the changes made to the manuscript. In cases when the author(s) disagree with the reviewer(s)' comments, they should provide a reasonably argued reply.
  4. The revised article is sent for an additional review.
  5. An article rejected by the reviewer cannot be revised and re-sent for review. Reasons for rejection should be clearly formulated and provided to the author.
  6. Following a decision to accept a manuscript for publication, the Editorial Office shall inform the author(s) and indicate the terms of publication. The reviews are sent to the author(s) via e-mail.

1.2. Adherence to the ethical principles established herein is mandatory for all parties involved in the process of preparing, evaluating, reviewing, editing and publishing research articles in the Journal: authors, reviewers, the Editor-in-Chief and the Editorial board members.

1.3. Adherence to the ethical principles is essential for ensuring the protection of intellectual property rights, promotion of the Journal's standing in the international academic community and prevention of illegal use of author(s)' materials.

1.4. The specified principles have laid the foundation for the development of the Journal's policy guiding the entire processes of peer review and publication.

  1. Ethical Principles for Authors

Authors bear personal responsibility for the content of their manuscripts and should follow the following ethical guidelines:

2.1. Authors should present accurate account of their research work. Knowingly submitting false or fraudulent results is considered to be a case of malpractice.

2.2. Authors should warrant that their manuscript is their own original work. When citing works by other authors, authors should provide references to the original sources.

2.3. Authors bear full responsibility for the novelty and validity of the research results presented in their paper.

2.4. Authors must not submit the same manuscript to more than one journal, which is considered to be unethical publishing behavior and is, therefore, unacceptable.

2.5. All persons who have made significant contribution to the work should be named as co-authors. In the cases, where there are other persons who have participated in certain substantive aspects of the research work, they should be properly acknowledged or listed as contributors. The corresponding author should ensure that all co-authors have read and approved the final version of the paper, thus agreeing to being named as co-authors.

2.6. If authors discover any errors or inaccuracies in their work, at any stage of the publication process, they must immediately notify the Editorial Board.

2.7. Authors are expected to work in close cooperation with the Editorial board at all stages of preparing their manuscript for publication. Authors should address the reviewer's comments promptly and within the suggested period (of no longer than 2 months). In case of disagreement with the reviewers, author(s) should provide a reasonably argued reply to the Editor-in-Chief or notify the-Editor-in-Chief of their refusal to revise their manuscripts.

2.8. Authors must disclose any potential conflict of interest - be it financial or professional - that might be construed to influence the results or interpretation of their manuscript. Authors should identify all sources of financial support received for conducting their research, particularly if these sources may either affect the research results, their interpretation or the reviewers' opinion, or provoke conflicts of interest.

2.9. Authors should provide initial research data upon the request of the Journal, which is in accordance with the ALPSP-STM Statement on Data and Databases. It should be noted, that such information can be requested even after the paper has been published.

  1. Ethical Principles for Reviewers

Reviewers provide the scientific expertise of manuscripts submitted for consideration for publication in the Journal, therefore, they are requested to adhere to the following ethical guidelines:

3.1. The manuscript is a confidential document, therefore it cannot be forwarded to third parties without the Editor-in-Chief's prior consent.

3.2. Reviewers should provide unbiased and objective assessment of the paper under review. Personal criticism of the author is unacceptable. Reviewers should state their opinion clearly and comprehensively.

3.3. Reviewers must keep the peer review process confidential.

3.4. Reviewers are requested to check the accuracy of references to cited works and their relevance to the subject of the paper under review. Reviewers should notify the Editor if they discover any coincidence of the work under review with any other publications.

3.5. Reviewers should not use information contained in the paper under review for their own purposes.

3.6. Reviewers should inform the Editorial board if they feel unqualified to review the proposed paper. In this case, the Editor-in-Chief should select another reviewer.

3.7. Persons that are professionally related to the author(s) of the paper under review (co-authors, scientific supervisors, etc.) cannot act as its reviewers.

3.8. Reviewers should declare any potential conflicts of interest arising from competitive, collaborative and other relations with one of the authors or their institutions.

  1. Ethical Principles for the Editor-in-Chief and Editorial Board

4.1. When evaluating and publishing manuscripts submitted to the Journal, the Editor-in-Chief and Journal editors should make every reasonable effort to adhere to the following principles:

4.2. Journal editors should give unbiased consideration to each manuscript submitted for consideration, accepting or rejecting it solely based on the validity and scientific quality of the work.

4.3. Journal editors should evaluate the content of the manuscript regardless of the author (s)' race, sex, religion, nationality, citizenship, social background or political beliefs.

4.4. Journal editors should keep all information about the submitted manuscripts confidential. Journal editors should never use unpublished data for their benefit or disclose to anyone without the author(s)' witten preliminary permission.

4.5. Journal editors should notify the Editor-in-Chief in the cases where plagiarism is suspected.

4.6. Journal editors should reply to the claims concerning manuscripts submitted to the Journal or papers published in the Journal, and do their best to redress for violated rights.

4.7. Journal editors should make every reasonable effort to ensure the confidentiality of reviewers' identity. Journal editors should be aware of the non-commercial nature of the Journal.

4.8. In the case author(s) or third parties discover errors or inaccuracies in papers published in the Journal, the Editor-in-Chief must ensure the publication of respective revisions and formal apologies.

4.9. The Editor-in-Chief is responsible for taking the final decision on whether to publish or reject the manuscript that has undergone peer review. In taking this decision, he/she is guided by the present Publishing Ethics principles, thus making any reasonable attempt to prevent violation of the rights of all parties to the scientific communication process and to maintain high ethical standards. The Editor-in-Chief can consult the Editorial board members or reviewers in taking his/her decisions.
