Editorial Policies
Aims and Scope
«Vestnik of Volga State University of Technology. Series «Radio Engineering and Infocommunication Systems» is a peer-reviewed scientific and technical journal that focuses on the scientific contributions on fundamental and applied research in the field of technical, physical and mathematical sciences. The primary goal of the journal is to publish the original research covering engineering, information, communication and control systems that transmit, receive, retrieve or destroy information with the use of waves of various ranges. Contributions may address the theory of systems and networks, their architecture and structure, the methods of data switching and routing, the data protocols and distributed data processing, hardware and software of infocommunication systems and information security. Also, original research into the new technologies for the production of information and measuring tools and systems for navigation, medicine, diagnostics of technological systems and the fundamentals of their construction - are welcome.
The journal scope encompasses the following areas: radio engineering and communication; informatics, computer engineering and management; tool engineering. Papers published in the journal focus on the following priority areas of the development of science, technology and engineering in the Russian Federation: information and telecommunication systems; nanosystem industry; transport and space systems; as well as areas from the list of crucial technologies of the Russian Federation including: computer modeling of nanomaterials, nanodevices and nanotechnologies; nano-, bio-, information and cognitive technologies; technologies for multiple access to wideband multimedia services; technologies for information, control, navigation systems; nanodevices and microsystem equipment technologies; technologies for producing and processing structural nanomaterials; technologies for obtaining and processing functional nanomaterials; technologies and software for distributed and high-performance computing systems; technologies for creating state-of-the-art rocket-space and transport equipment; technologies for creating electronic components and energy efficient lighting devices.
Papers are reviewed by the editorial board as well as by the invited experts that hold a doctor of sciences degrees and work for the organizations of the Russian Academy of Sciences and leading universities.
Sections
Telecommunication and radio engineering
Original results of investigations, aimed at the creation and support of the operation of devices and systems, based on the use of electromagnetic oscillations and waves and intended for information transmission, reception and processing and obtaining information about the environment, natural and technical objects are published. Moreover, it publishes investigation results on automated systems of distributed information processing, the theoretical basis of construction, operation and the use of computer networks of different scales, possibilities of their realization based on core techniques and standards.
Computer engineering and informatics
Original results of investigations, aimed at the creation of electronic devices, systems and networks, automated information and control processing systems, computer-aided design systems and the software of computer engineering and automated systems are published.
Instrument engineering
The journal publishes original research that are addressed to the development of tools and methods of sensing the natural environment, substances, materials and products; systems and medical products, information-measurement and control systems. In addition to this, contributions covering the area of engineering state-of-the-art information and measurement devices and systems for navigation, energy industry, medicine, scientific research, diagnostics of technological systems and tools, etc - are welcome.
Peer Review Process
- All received the editorial office articles relevant topics of the journal, are subject to mandatory review for the purpose of expert evaluation.
- Review of the articles carried by members of the editorial council and the editorial board, as well as invited experts. All reviewers are leading experts in the relevant branches of science and have publications on topic of peer-reviewed articles for the past three years.
- Editorial staff establishes the term of reviewing (no more than 1 month) together with the reviewer.
- The editorial office directs to the authors of submissions copies of reviews or reasoned refusal (by e-mail), as well as copies of reviews to the Ministry of Education and Science of the Russian Federation when requested to the editor office.
- If the review contains recommendations for corrective and revision articles, the editorial office directs the author text reviews with suggestions to consider them in preparing a new version of the article or arguments to refute them. Revision of the article should not take more than 2 months from the date of sending the e-mail to the author about the need to make changes. The article modified by the author re-directs for review.
- If the authors do not return the modified version of the article at the end of 2 months, the editors remove it from the register.
- Editorial staff may recommend the materials of polemical character which need more detailed discussion to review at an extended meeting of the editorial board together with the author and the competent experts.
- Reviews are stored in the editorial office of the periodical during 5 years.

Code of Ethics
CODE OF ETHICS OF AUTHOR
Authors are responsible for the contents of their manuscript.
Those submitting manuscript should carefully check that all those methods and results are accurate.
Authors should carefully check their calculations and offered data.
Citations and references should be accurate. They should be properly prepared.
Authors should not copy the references from other scientific papers in case they did not use them.
Authors are completely responsible for the correct definition of their authorship.
CODE OF ETHICS OF EDITOR-IN-CHIEF
makes decision on publication of a manuscript solely on the basis of expert evaluation of a group of independent reviewers and the opinion of the members of the editorial board;
sends confidential information about the submitted manuscript to the authors and the reviewers only;
excludes the submitted manuscript from consideration in case of the conflict of interest;
assumes the appropriate response measures in case of a complaint of ethic nature to the submitted manuscript or the published paper (informs the author, discusses the complaint with the editorial board, publishes the corrections);
citation recommendations are based on the scientific importance of the cited papers, and pursue the goal to improve the submitted manuscript.
EDITORIAL BOARD CODE OF ETHICS
Editorial board helps the authors to improve the quality of the submitted manuscripts through reviewing and literary editing of the manuscripts.
Editorial board promises to pass just and impartial decision about the publication of the manuscripts and to perform fair reviewing regardless of commercial interest.
Editorial board:
complies with confidentiality requirements and sends the submitted manuscripts to the reviewers only. Correspondence with the author is of confidential nature;
assures the reviewers are aware of the rules of reviewing;
adopts an editorial policy, providing maximum clarity and complete reporting to the author; if the referee process takes much time, the author is informed about it by e-mail;
protects the rights of the third parties from illegal use of the materials (piracy) – the manuscripts of the persons, caught in piracy, are not accepted for publication in the academic periodical. Editorial board has a right to give publicity the leak out cases of piracy on the pages of its periodical;
gives the authors grounds for the decision if the manuscript is not accepted for publication or if returned for revision;
does not accept for publication the manuscripts with invalid references and citation.
REVIEWER CODE OF ETHICS
agrees (and informs the editor of the periodical about it) to review those manuscripts which are in his/her field of competence and those number of manuscripts which he/she will be able to review in proper time;
respects confidentiality of the review and does not inform anybody about any details of the manuscript or the review during or after reviewing of the manuscript, except for the persons who have the permission of the editor;
does not use the information obtained during the reviewing for his/her own benefit or benefit of any other persons or organization or to harm any person or to bring into discredit any person;
does not addresses directly to the authors without preliminary permission of the editor;
informs the editor about possible conflicts of interest and seeks advise to the editorial board of the periodical if he/she is not sure whether the situation is a conflict of interest or not;
does not take into account the origin of the manuscript, nationality, religious affiliation, political or any other views of the authors, or commercial interest to review the submitted manuscript;
Reviews the manuscript objectively and constructively, does not make hostile or inciting statements, as well as slanderous or offensive comments;
