Abstract
The article examines the problem of interdepartmental interaction of public authorities in the conduct of control (supervisory) measures in the context of improving the effectiveness of state control. The main attention is paid to the analysis of factors affecting the effectiveness of cooperation, such as lack of coordination, duplication of functions and legal disagreements between different departments. The author considers the introduction of digital technologies, such as the Unified Register of Types of Control (UIC), the Unified Register of Control Measures (ERKNM), as well as the system of interdepartmental electronic interaction (IMEM), as a solution to existing problems.
Background. The article is devoted to the important problem of interdepartmental interaction of public authorities in carrying out control (supervisory) measures in the context of modern challenges facing public administration. The subject of the analysis is the problems of coordination of actions of various departments, legal and organizational barriers, as well as the impact of digital technologies on the effectiveness of state control and supervision. The scientific novelty of the study is to identify and systematize the main problems of interdepartmental interaction of public authorities when conducting control (supervisory) measures in the context of digitalization, as well as to justify the need to integrate digital platforms (EPER, EPNM, SMEV) to increase the coherence of departmental actions, eliminate duplication of functions and optimize control through the unification of information exchange standards and development of pre-trial appeal mechanisms.
Purpose. The author aims to investigate the problems of interdepartmental interaction of public authorities during control (supervisory) activities, as well as to identify ways to increase the effectiveness of this interaction through the improvement of the regulatory framework and the introduction of digital technologies.
Methodology. The research materials used are regulatory legal acts regulating state and municipal control (supervision), data on the functioning of digital platforms (EPER, EPNM, SMEV), as well as the practice of using digital technologies in control and supervisory activities. The methodological basis of the study is an analysis of regulatory legal acts, a comparative method for comparing various practices of interdepartmental interaction, a system analysis method for assessing the impact of digitalization on coordination between departments, as well as an empirical analysis of examples of the implementation of digital solutions in individual regions. The use of an integrated approach has made it possible to identify the main barriers to effective interdepartmental interaction during control measures and suggest ways to overcome them through the improvement of the regulatory framework and the development of digital platforms.
Results. The results of the work are that the author identifies key problems of interdepartmental interaction of public authorities during control and supervisory activities, such as lack of coherence and insufficient integration of information systems. As one of the solutions, the author suggests the development of digital platforms and information systems to improve coordination between departments.
Practical implications. The research results can be applied in the field of state and municipal control, as well as in the development and implementation of digital platforms to improve the effectiveness of interdepartmental interaction. The recommended measures can be used to improve coordination between public authorities, automate control and supervision processes, and improve the regulatory framework in the field of supervisory activities.
