Improving the quality assessment of innovative project expertise
Abstract
The application of methods and approaches to ensuring the quality of expertise based on modern quality management methods allows not only to achieve compliance with the requirements, but also to constantly improve the activities of the expert organization. This work defines the quality indicators of expertise, including metrology, standardization and certification. It is proposed to develop approaches to assessing the quality of project expertise based on the risk analysis method (FMEA) of the process of conducting the expertise and the actual fulfillment of the requirements of the expertise. The approbation of the proposed methodology has been successfully carried out by the Scientific Consulting Center of Expertise of Samara University since 2022.



Products Quality. Personnel Shortage as a Problem of High-Tech Enterprises
Abstract
We have highlighted the topical issues of interaction between high-tech enterprises and educational institutions in the context of the national scientific and technological policy of Russia. The necessity of synchronizing the efforts of industry and universities to develop innovative products that meet the criteria established by the Decree of the Government of the Russian Federation is emphasized. Special attention is paid to the quality of educational services and their impact on the quality of innovative products, as well as the need to create an attractive environment to retain young professionals. The example of the Yaroslavl Region demonstrates how a region with high scientific and educational potential can contribute to socio-economic development through innovative transformation. The problems of the demographic trend, the outflow of young people and the need for cooperation between industry and educational institutions to provide qualified personnel are analyzed. In conclusion, in the article we have emphasized the role of local self-government in creating conditions for effective interaction of key participants in the economic activity of the region.



Information management system as an element of сreating a digital product twin
Abstract
In order to fulfill the task of achieving digital maturity of domestic high-tech enterprises, as well as requirements for product life cycle management GOST RV 0015-002–2020 (GOST R ISO 9001–2015) reviewed the experience of JSC KBKhA in the management of key aspects of testing and research of the properties of materials of components of products and products as a whole, prevention of counterfeit materials using the developed IT module Laboratory information management system, based on digital technologies integrated into the electronic process data sheet of the product, as well as in adjacent information systems when creating a digital product twin and providing the enterprise employees with sufficient information to manage the stages of the product life cycle.



Method of managing WME nomenclature
Abstract
The most important task of planning the development of the Russian army’s weapons system is to determine the nomenclature of weapons and military equipment samples that should form the basis of this system. The article considers a methodical approach to managing the nomenclature of the weapons and military equipment park based on the assessment of the cost of purchasing promising models and their combat capabilities, expressed through the coefficient of the military-technical level. Practical examples are given that confirm the efficiency of the proposed approach. Taking into account the obtained calculation results, we can conclude that the proposed approach to determining the cost of purchasing military equipment samples is viable.



Simulators of technological processes as a promising means of enterprise development
Abstract
The article is devoted to the use of training simulators of technological processes in industry, emphasizing their role in ensuring production safety and the effectiveness of integration into the employee training system. It is noted that the use of training simulators, one of the directions of automation of production processes, has already become a modern educational technology in a number of industries. The authors put forward a hypothesis about the introduction of training simulators in the production of light industry. The article analyzes the problems of the industry, the change in the classical model of its development. The paper presents arguments in favor of using new training tools in production, a comparative analysis of classical training and training using simulators in light industry is carried out. The training elements that need to be included in the training scenario of the simulator are given. The problems that may arise during the implementation of the simulator are also considered. The authors note the relevance of the trend of integrating new technologies into production processes due to the need to develop domestic digital training tools in order to ensure the technological and industrial sovereignty of the Russian Federation.

Metrological expertise economic efficiency
Abstract
We discusses the assessment of metrological expertise economic effect, as well as its role for the enterprise. An approach to assessing the economic effect of conducting a metrological expertise has been developed, which takes into account various factors. These are prevented damage, optimization of metrological requirements and additional capital investments. Metrological expertise economic effect is always positive, even if there are no comments or recommendations based on its results. The solution to the problem does not always have an obvious form due to the invisible connection between the implementation of recommendations and the reduction of production costs. We consider it advisable to conduct it for each object for which metrological requirements are established.

We explored various aspects of technical risk management in industrial energy supply, including the identification of key factors influencing the occurrence of risks, methods for analyzing and predicting technical risks, and risk management strategies to ensure production continuity. Considering regression models in the context of technical risk management will help businesses to develop effective strategies to prevent potential threats and ensure operational stability and reliability.

Information and analytical model of product quality management
Abstract
One of the main tasks of the product life cycle management system is to improve product quality at the stages of the life cycle. Important components in this case are the assessment of product quality and the adoption of appropriate measures to prevent non-conformity of products. The customer’s representative offices are directly involved in the process of ensuring and controlling product quality at the stages of development and production. But quality control at the operational stage is insufficiently represented and is limited to work on complaints, bulletins, copyright and technical supervision. In addition, the existing product life cycle management system is characterized by a weak application of modern information technologies in the activities of the customer’s representative office. In this regard, the paper proposes an information and analytical model of product quality management by the customer’s representative office based on the application of the Shewhart — Deming quality cycle, including an assessment of the effectiveness of the product quality management system at all stages of the life cycle and an algorithm for developing recommendations for the formation of management decisions based on the results of product quality analysis and assessment.

Recalculation of a rotameter calibration characteristics
Abstract
The main provisions of the proposed method of recalculating the calibration characteristics of a liquid rotameter based on numerical modeling of its operation are presented. Modeling was performed using the finite element method with the ANSYS 5.6 software package. Calculations were carried out for water as a calibration liquid and a working liquid with physical properties different from water. Comparative analysis of flow rates for both water and working liquid with the data of the current method confirmed their convergence, which is sufficient for metrological calculations. The method was brought to an engineering form. The results of the work can be used for any type of constant differential pressure flow meters.

Abstract
Technologies for obtaining energy from fossil fuels, despite the serious global warming problem that is only partially solved by the use of alternative types of fuel and energy resources, remain one of the most important ways for the efficient functioning of industrial and commercial equipment in a variety of sectors of the economy. In the chain of integrated technology for generating, accumulating and selling energy, its storage is, if not the main, then a key process that unites and supports the functionality of the components of this complex, determining its energy efficiency and ensuring environmental safety. A clear manifestation of such energy transformation can be the production, accumulation and use of electricity in a complex thermodynamic process.
