Scientific journal “Bulletin of the Kamchatka Regional Association Educational and Scientific Center (KRASEC). Physicsal and Mathematicsal Sciences ” was founded in August 2010 and registered by the Federal Service for Supervision of Compliance with Legislation in the Sphere of Mass Communications and the Protection of Cultural Heritage (certificate of registration of the mass media PI FS 77-41501 dated 04.08.2010), re-registered (certificate PI No FS77-58548 dated July 14, 2014) due to the change in the composition of the Founders.
Founders. The founders of the journal are: Federal State Budgetary Institution of Science Institute of Cosmophysical Research and Radio
Wave Propagation of the Far Eastern Branch of the Russian Academy of Sciences.and the Federal State Budgetary Educational Institution of Higher Professional Education “Vitus Bering Kamchatka State University”.
The goals of the journal are to acquaint with new ideas and results of research carried out in the field of physical and mathematical sciences in the collectives of universities and scientific institutions of the country and other countries, including specialists from related fields of science and technology; integration of Russian scientists into the international scientific community.
Tasks of the journal:
- attraction to the journal of authoritative authors who are specialists of the highest level;
- expansion of the editorial board and reviewers, as well as authors with the involvement of well-known Russian and foreign experts;
- achievement by scientific publications of the international level;
- inclusion in international databases and citation systems;
- increasing the citation index;
- increasing the accessibility and openness of the journal in Russia and abroad;
- promotion of the journal in the international and Russian scientific space.
Periodicity, language and volume of the issue. Journal “Bulletin KRASEC. Physical and Mathematical Siences” since 2016 has been published 4 times a year in print (ISSN: 2079-6641) and electronic versions (ISSN: 2079-665X) in Russian and English. Issue volume up to 250 pages.
Publication cost. The journal is published with funds from the founders. In the journal “Bulletin KRASEC. Physical and Mathematical Siences” articles are published free of charge.
Aims & Scope. In the journal “Bulletin KRASEC. Physical and Mathematical Siences” publishes the results of fundamental and applied research in the field of physical and mathematical sciences (differential calculus of integer and fractional orders, mathematical and functional analysis, mechanics, mathematical simulation, mathematical physics, physics, information and computing technologies, instruments and measurement methods, educational methodological materials). The target audience of the journal is made up of scientists and researchers whose scientific interests lie in the indicated areas:
– “Mathematics”;
– “Mechanics”;
– “Physics”;
– “Informatics, computer technology and control”;
– “Instrument making, metrology and information-measuring devices and systems”.
The journal may publish special thematic issues that are devoted to narrower or related areas of research.
The journal can also publish: short messages, reviews, reviews and reviews, information messages, information about scientific events, congresses, conferences, symposia, seminars, educational materials.
Peer review. Journal “Bulletin KRASEC. Physical and Mathematical Siences” is peer-reviewed (double-blind peer-review). For an expert assessment of the manuscript, leading experts in the main scientific areas of the journal issue are involved.
Policy and publication ethics of the journal. Journal “Bulletin KRASEC. Physical and Mathematical Siences ”adheres to a transparent policy and publication ethics.
Access and distribution. Journal “Bulletin KRASEC. Physical and Mathematical Siences” is freely available. CC license type supported by the journal: (CC BY 4.0). Each article of the journal “Bulletin KRASEC. Physical and Mathematical Siences ” is assigned a digital object identifier (DOI) for better search andidentification of articles, they are reflected in the CrossRef database.
Antiplagiarism. All articles submitted to the editorial office of the journal are checked for plagiarism; for acceptance, the article must have at least 85% of the uniqueness of the text.
Indexing. Journal “Bulletin KRASEC. Physical and Mathematical Siences” is posted on the All-Russian Mathematical Portal Math-Net.Ru and is indexed in the following scientometric databases: MathSciNet, ZbMath, Ulrich’s Periodicals Directory, Google Scholar, OCLC WorldCat, Bielefeld Academic Search Engine (BASE), Open Access Infrastructure for Research in Europe (OpenAIRE), CrossRef, Open Academic Journals Index (OAJI), DOAJ, Cyberleninka, Socionet, included in the Russian Science Citation Index RSCI. The articles of the journal are reviewed by VINITI RAS.

All documents related to the submission of a manuscript for publication and other documents arising in the course of its consideration are electronic.
The journal reviews all materials submitted to the editorial office, corresponding to its subject matter, with the aim of their expert assessment. All reviewers are recognized experts on the subject of the peer-reviewed materials and have, over the past 3 years, publications on the subject of the peer-reviewed article.
An article submitted for publication undergoes a preliminary check for compliance with the scientific profile of the journal, the originality of the text and the design requirements. Submissions that do not meet these conditions will be rejected with reasons for refusal.
Articles that meet these conditions are sent for two-way “blind” peer review by external reviewers or members of the editorial board of the journal who have the closest scientific specialization to the topic of the article. The reviewer cannot be the author or co-authors of the reviewed article, as well as employees of the departments of the organizations in which they work.
The nominated reviewer must disclose any conflicts of interest that might influence his opinion on the article; he can and should refuse to review a particular article if he considers it justified from the point of view of scientific ethics.
The reviewer evaluates the manuscript and makes a recommendation in accordance with the instructions for reviewers. If the reviewer recommends rejecting or accepting the article after revision, then the review should indicate the reasons for this decision in the form of comments.
The editorial office of the publication sends copies of reviews or a reasoned refusal to the authors of the submitted materials, and also undertakes to send copies of reviews to the Ministry of Education and Science of Russia upon receipt of the corresponding request to the editorial office of the publication.
The review is carried out confidentially. Comments on the article are sent by e-mail to its author without specifying the personal data of the reviewer.
The maximum term for reviewing an article is 3 months.
Articles, revised taking into account the comments of the reviewers, are submitted to the editor-in-chief, who makes the final decision on its publication.
The reviews are kept in the editorial office for 5 years.

The journal is freely accessible, which means that articles can be read, downloaded, copied, distributed, printed and cited in full, with attribution without any restrictions.

The authors of the articles sent to the editorial office agree with their placement on the journal’s website.
Publication ethics
There is a need to agree on ethical standards for all parties involved in the publication process: author, journal editor, reviewer, and publisher. The publication ethics of the journal comply with the guidelines based on the guidelines of the Committee on Publication Ethics (COPE Best Practice Guidelines for Journal Editors).
- Decision to publish. The editor decides which of the articles sent to the editorial office should be published. The editor has the right to be guided by the policy of the editorial board, but may be limited by applicable law. The editor may consult with other editors or reviewers to make a decision.
- Tolerance. The editor evaluates the intellectual content of the manuscripts regardless of the race, gender, sexual orientation, religious beliefs, ethnicity, citizenship or political views of the author.
- Confidentiality. The editor and editorial staff may not disclose information about the submitted manuscript to anyone other than the author, reviewers, potential reviewers, other editorial consultants and, if necessary, the publisher. Any manuscript received for review should be treated as a confidential document. Materials should not be shown or discussed with others except those authorized by the editor.
- Disclosures and Conflicts of Interest. Unpublished materials used in the submitted manuscript should not be used in the editor’s own research without the written consent of the author. Confidential information or ideas obtained during the review process should be kept secret and not used for personal interests. Reviewers should not consider manuscripts in which they see a conflict of interest arising from competition, collaboration, or other relationship with any of the authors, companies, or institutions associated with the article.
Responsibilities of Reviewers. Contribution to editorial decisions Reviewing helps the editor in making editorial decisions, and communication between the editor and the author can be designed to help the author improve his work.
Efficiency. Any selected reviewer who feels incompetent to review a study presented in a manuscript, or believes that prompt review of the manuscript will not be possible, should notify the editor and exclude himself from the peer review process.
Objectivity. Reviews must be objective. Personal criticism of the author is inappropriate. Reviewers should express their opinion clearly and reasonably.
- Confirmation of sources. Corresponding references to the works of other authors are required. Authors should cite publications that have a determining influence on the nature of the work presented. Reviewers should identify relevant published work that has not been cited by the author. Any statement, observation, conclusion or argument must be accompanied by an appropriate reference. The reviewer should also draw the editor’s attention to any significant similarities or overlaps between the manuscript in question and any other published work.
Obligations of Authors. The article must contain sufficient detail to ensure that the work is verifiable. Fraudulent or knowingly inaccurate information is unethical and unacceptable.
Originality and plagiarism. The authors of the article must ensure that they have submitted a completely original work, in the case of using the work and / or citations of other authors, bibliographic references or excerpts are required. All articles submitted to the editorial office are checked for plagiarism through the “Antiplagiat” system, for acceptance the article must have at least 85% of the uniqueness of the text.
Multiple, simultaneous publications. An author must not publish papers that describe essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal at the same time is unethical behavior and is unacceptable.
Authorship of the article. Authorship should be limited to those who have made significant contributions to the concept, design, execution or interpretation of the presented study. All those who have made significant contributions should be listed as co-authors. If there are other contributors, they should be listed as contributors. The author must ensure that there are objective co-authors and that all co-authors saw and approved the final version of the article and agreed to submit it for publication.
- Disclosures and Conflicts of Interest. All authors are required to disclose funding information in their work, as well as the existence of third party interests that may be perceived to have influenced the results or interpretation of their manuscript.
Errors in published works. When an author discovers a material error or inaccuracy in his published work, the author must report it to the editor of the journal or publisher and cooperate with the editor to remove or correct the article. We recognize the following as unethical behavior in the field of scientific publications, according to the RASSEP declaration:
The requirement for authors to independently provide reviews of their own articles, as well as contractual and pseudo-reviewing. This practice implies the absence of peer review in the journal.
Proposal of agency services. Providing such services to authors as “turnkey publication”, correspondence with the editors on behalf of the author, revision of articles by the agent on the recommendation of the reviewer, preparation of paid reviews.
Sale of co-authorship, gift co-authorship, change in the composition of authors. It is a violation of copyright and ethical norms, since it not only misleads readers, but is also regarded as fraudulent.
Publication of materials of correspondence “scientific” conferences. Since the practice of such conferences is directly related to fraud and fraud in the field of science, the publication of the materials of these conferences is regarded as unethical, contributing to the dissemination of pseudoscientific texts.
Transfer of the texts of articles to other journals without the consent of the authors. The publication of an article in a journal that has not been agreed with the author is a violation of the interests of the author.
Transfer of materials by authors to third parties. The transfer of articles sent to the editorial office to third parties, except for reviewers and editorial staff, is a violation of copyright and the principle of confidentiality of editorial processes.
Citation manipulation. Artificial increase in scientometric indices, excessive self-citation and friendly citations, irrelevant links mislead readers and are interpreted as fraudulent. Plagiarism, falsification and fabrication. The editors conscientiously work with the texts of articles, preventing the appearance of unscrupulous scientific publications containing plagiarism, falsification and fabrication of data on the pages of their publications.
Review ethics
Peer review of scientific articles by other researchers plays a huge role in ensuring the objectivity of research and reliable information about them.
The COPE (Committee on Publication Ethics) guidelines for reviewers form the basic principles and standards that all reviewers must adhere to during the review process.
Reviewers should:
Agree to review only those manuscripts for which they have sufficient knowledge and which they can review in a timely manner.
Respect the confidentiality of the review and not disclose any details of the manuscript or review during or after the review to anyone except those persons who are authorized by the journal.
Do not use the information obtained during the review for your own benefit or the benefit of other persons or organizations, or to harm others or discredit others.
Declare all potential conflicts of interest and seek advice from the journal if they are unsure whether the situation is a conflict of interest or not.
Do not allow the content of their review to be influenced by the origin of the manuscript, nationality, religious affiliation, political or other views of its authors, or commercial considerations.
Write a review objectively and constructively, refraining from hostile or inflammatory statements, or defamatory or derogatory comments.
Provide magazines with accurate and truthful information about their personal and professional knowledge and experience.
Recognize that trying to impersonate another person during peer review is a serious violation of appropriate behavior.
Authors' rights
Copyright transfer terms
Authors who are published in this journal agree to the following terms:
Authors retain the copyright for the work and transfer to the journal the right of first publication together with the work, concurrently licensing it under a Creative Commons Attribution License, that allows the others to redistribute the work under the mandatory attribution of the work and its original publication in the above mentioned journal.
Authors reserve the right to conclude individual supplementary contractual agreements for non-exclusive dissemination of the work’s versions, published in this journal (e.g., link it in a university repository or publish it in a book).
Authors are allowed to post their work on the Internet (e.g., in a university repository or on their personal website) prior to and during its review by the given journal, as this may lead to productive discussion as well as give more links to the published work (see The Open Access Effect).
Preprint Posting Policy
Allowed for consideration are preprint articles previously posted by the authors on personal or public sites that do not belong to other publishers.
Authors have the right to post their work on the Internet (for example, on the sites https://preprints.ru/, https://preprints.org/, https://arxiv.org, etc., on the server of the Institute or on personal site) before and during the review process by the journal (with an indication of its preprint status), as this can lead to productive discussion and more links to the work.
When citing articles subsequently published in the journal, the editorial board asks to make references to the DOI of the article in the journal or to the article page on the official website of the journal.
Article retraction policy
The retraction of a scientific article is a mechanism for correcting published scientific information and notifying readers that the publication contains serious flaws, erroneous data that cannot be trusted.
In cases of duplicate publications (when authors present the same data in several publications) and self-plagiarism.
The basis for the retraction of scientific materials is determined by a working group of experts or an editorial board and the following facts are proved:
– detection of incorrect borrowings (plagiarism) in the publication;
– duplication of articles in several publications;
– detection of fraud or fabrication in the work (for example, manipulation of experimental data);
– detection of serious errors in the work (for example, incorrect interpretation of the results), which casts doubt on its scientific value;
– incorrect composition of the authors (persons included who did not participate in writing the article, conducting research, etc.; persons who were directly involved in conducting the research and writing the article are not indicated);
– conflict of interest;
– republishing an article without the consent of the author;
– The article did not go through the review process.
The initiators of the process of retraction of an article can be:
– the author (s) of the article, which sends a written motivated appeal to the editorial office of the journal about recalling the article;
– the editor-in-chief of the magazine, which is preparing a reasonable idea of the reasons for withdrawing the publication;
– editors of another magazine
– other persons who have presented evidence of a violation of scientific ethics by the author (s) of the article (for example, participants in a conflict of interest).
The retraction algorithm of scientific materials. After the appeal of the author or another person who has provided evidence of a violation of scientific ethics in the article, the editorial board of the journal appoints a
commission that conducts a comprehensive study of the case, taking into account all the facts and possibilities of verifying the ethics of publication. Having made a decision to withdraw the article, the editors indicate in the minutes of the meeting the reason for the retraction (in the case of plagiarism, indicating the sources of borrowing), as well as the date of the retraction. The article and description of the article remain on the journal’s website as part of the corresponding issue of the journal, but on the electronic version of the text is inscribed RETRACTED and the date of retraction, the same litter is placed in the table of contents of the issue. The Council on the Ethics of Scientific Publications of the Association of Scientific Editors and Publishers (for entering information into a single database of retracted articles) is provided with a protocol that indicates the date of the meeting, the composition of the meeting, the results of the examination, an informed decision. Information about the recalled texts is transmitted to the scientific information database – NEB, ANRI Ethics Council.
The editors reserve the right to make their own decisions regarding further cooperation with the authors of retracted articles.
