Борьба с коррупцией в странах англосаксонской традиции (на примере Великобритании, Индии, Сингапура и США)

Аннотация
В статье рассматривается опыт борьбы с коррупцией в Великобритании, Индии, Сингапуре и США. Эти страны, несмотря на все различия, имеют общую черту, обусловленную ходом исторического развития, - присутствие элементов англосаксонской традиции в культурной и политико-правовой сфере. Целью исследования выступает изучение влияния данных элементов на антикоррупционную политику. Как показал проведенный анализ, рассмотренные страны внедряют во многом схожие подходы, институциональные механизмы и идеологию для противодействия коррупционному поведению, что можно объяснить фактором англосаксонской традиции. Вместе с тем эффективность мер по искоренению коррупции в значительной степени зависит от экономических условий, поведенческих установок, исторически укоренившихся в обществе норм и т.д. При этом особое значение имеет культурная составляющая. Сходные для указанных стран англосаксонской традиции антикоррупционные практики и инструменты под воздействием исторически сложившихся национально-культурных особенностей могут сильно видоизменяться, значительно удаляясь от изначального британского образца. Кроме того, достижение успеха в сфере борьбы с коррупцией напрямую зависит от того, сохранились ли в обществе те общественные институты, которые в силу своих культурно-ценностных и поведенческих установок неизбежно будут сопротивляться внедрению новых антикоррупционных правил и норм.
