State Policy in the Field of Video Games: Approaches and Prospects

Аннотация

The objective of the article is to identify the most pertinent approaches and prospects for state policy in the field of video games. The author’s methodological perspective includes the principles of critical discourse analysis of academic works, comparative study of case studies, and scenario techniques. The author discusses the liberal, conservative, and hybrid approaches to state video game policy. The author also underlines the difference between active and reactive video game policies. The identified approaches, issues, prospects, and aspects are updated in terms of their relevance to present Russian state policy tasks. The study also aims to define the ecumenical paradigm of state sovereignty. The importance of collaboration between the state, developer representatives, and the player community in regulating the industry and the video game market is emphasized. The author’s grasp of the political industrial phenomenon helps to describe the opportunities and risks of such contact. To better comprehend the prospects for the transition of Russian state video game policy, basic development scenarios are described.

Future as a Game, Alternative Reality of Imagination, Entertainment: Capabilities of a Projective Approach in the Study of the Consciousness of Russian Youth

The presented research is devoted to the study of the issue of using a projective approach in the context of addressing mass culture works within the framework of studying the images of the future of young people. The methodology of the work is based on a combination of elements of comparative and structural analysis. It is concluded that one of the most promising resources for studying the image of the future in the minds of young people are video games. However, their use in research requires the use of a projective approach and a high level of nativeness. It is also desirable to use cases of story-driven video games with a non-linear algorithm for passing. It is permissible to use cases of action works, but only in the case of games with a developed description of the game universe and its key characters, covering, among other things, a description of the interests, values, aspirations and goals of the characters.

The Agenda for Gamers: Propaganda and Inclusion in Computer Games

The issue of propaganda of ideas and meanings in computer games is in the focus of researchers’ attention. However, the integration of social agendas and minority values into the gameplay is becoming more ambitious, which requires careful analysis. Studying this phenomenon, determining its causes and possible consequences is of interest for political science analysis, as it allows us to assess the prospects for using gaming platforms to form an agenda for the gaming environment, broadcast and incorporate certain ideas and views in milder forms, as opposed to propaganda. The communicative approach of H.M. McLuhan was used to understand the essence of computer games and their significance in the life of society. The agenda theory proposed by M. McCombs and D. Shaw made it possible to identify the reasons for the appearance of “agendas” in computer games and analyze the communication channels through which issues of representation of minorities and their values are actualized for the gaming community. It has been found that the use of computer games for the purpose of openly promoting specific ideas, attitudes or actions to a mass audience is ineffective, because in the absence of audience interest, such an impact meets resistance, which manifests itself in the rejection of gaming products. To broadcast specific ideas, it is necessary either to rely on existing patterns formed not only under the influence of gaming experience, or to do so at such a high ideological and technological level that the gaming community would not reject this product. At the same time, the degree of influence on the player’s consciousness will be significantly lower. Unlike narrowly focused propaganda games, caused by the attitudes of individual Western countries, the DEI agenda has left few people indifferent in the global gaming community. There are ongoing discussions on this issue online, reflecting a conflict of values.

Russian Computer Games and State Cultural Policy: Digitalization and Traditional Values

In modern circumstances the interaction between the state and the citizen goes on within the new digital reality, and often contextualised through gamification. The relevance of the research stems from the ongoing transformation of all spheres of state policy under digitalization. Cultural policy is becoming one of the spheres that, on the one hand, acts as a conduit for certain state-promoted values, and on the other, remains deeply intertwined with customs, traditions, and public consciousness. The policy pursued in the Russian Federation to preserve spiritual and moral values, including within modern cultural initiatives, is becoming a springboard for the emergence of new projects, notably in the realm of computer games. It can be hypothesised then that, in this context, there not only are but also were the developments incorporating traditional motifs and values intrinsic to Russia culture. The aim of this article is to examine the key political and value-based narratives in the contemporary Russian gaming industry. The object of research comprises games developed in Russia. The subject includes such developments as “Chernaya Kniga” (The Black Book), “Smuta”, “Lizzards must die” (Rus vs. Lizards), and upcoming releases of “Gardariki”. The research method employed is critical discourse analysis. The main emphasis is placed on exploring motifs tied to folklore traditions and the value narratives.

Game Narratives as Tools for Shaping Political Discourse Amidst Information Wars: The Case of the Ukrainian Conflict

The video games are a significant tool for influencing the processes of transformation of mass consciousness through interactive symbols and narratives. The political images of Russia built into their structure are identified and systematized, and strategic approaches to preventing information risks and optimizing socio-political communications are developed. The empirical material of the study includes foreign video games released between 2014 and 2024, containing direct references to events taking place in Ukraine. The methodology of the study is based on the synthesis of narrative, semiotic and discourse analysis of game annotations, algorithmic study of game mechanics, expert assessments and longitudinal monitoring. The results of the study revealed a significant transformation of the representation of the conflict in the video game space. Until 2014, the Ukrainian segment of the foreign gaming industry maintained cultural and thematic ties with the post- Soviet space, but in subsequent years the vector of narratives shifted towards the formation of an antagonistic image of Russia. Games released after 2022 have systematically introduced anti- Russian symbols, indicating that video games have become an effective tool for information warfare. As a strategic response to these challenges, the authors propose a comprehensive program for the development of the Russian gaming industry. It includes a number of key initiatives: the creation of grant programs aimed at developing patriotically oriented gaming projects; the integration of educational elements into game mechanics; the expansion of international cooperation within the BRICS and SCO; as well as legal regulation of political content in video games. The comprehensive implementation of these measures is aimed at strengthening Russia’s digital sovereignty in the context of modern geopolitical turbulence.

Let’s Play Politics: Multiplayer Computer Games as a Communicative Political Technology

Computer games have evolved beyond mere entertainment or escapism, becoming increasingly politicized within contemporary society. This transformation reflects several key trends: the growing number and diversification of gamers worldwide, the creation of alternative platforms for cross-­border social interactions, and the emergence of novel behavior patterns influenced by in-­game experiences. Modern forms of civic engagement exhibit two distinct characteristics: heightened reliance on interactive “new media” channels for communicating demands to political systems via a dual-­layered communication framework, alongside a proliferation of performative elements-so-­called “theatrical practices”-in political discourse. As integrated components of the metaverse, video games now facilitate the intertwining of real-­world and digital environments, rendering them influential tools for policymaking. However, this convergence may exacerbate societal tensions due to reduced geographical separation and diminished opportunities for face-­to-face dialogue among diverse social strata. Additionally, the inherent nature of gaming-its playful and simulated aspects-alters ethical norms governing communication, freeing participants from constraints imposed by reality while enabling unusual conduct unseen in conventional settings. Consequently, it becomes imperative to explore whether increased regulation of player activities within these virtual domains might emerge over time. Ultimately, though structured similarly to conventional modes of political involvement, the primary objective remains securing control and maintaining authority in both online and offline contexts.

Board games as a tool for political education: Potential and limitations

The Game Studies subdiscipline still poorly examined the potential of board games in political education and their semantic and methodological limitations. The findings from the board game study can be extrapolated to digital gamification and business games but taking into account that each of these methods has its own characteristics. As examples, the concepts of Discussion à Visées Démocratique et Philosophique by the contemporary philosopher M. Tozzi and “philosophy for children” by M. Lipman are cited as tools for developing the education of a democratically oriented citizen. The game technologies are effective tools for political education of pupils and nurturing certain democratic values in them. However, the introduction of board games into the educational process is complicated by a number of limitations. Among the main problem areas are the following: simplification of the modelled processes for easy entry into the game; limitations related to game mechanics; complexity of creating game components and interface; assessment of the game’s effectiveness in the issue of political education. In order to effectively use the potential of gamification in political education, the author proposes to force the transition to the practical stage of formation of game methods in domestic education.

Elite Dynamics and Political Gamesmanship: Exploring the Modern Stage of Elitogenesis

According to the contemporary stage of elitist origin, elite rivalry is the primary driver of societal change. In this way, the most potent catalysts for significant inventions and politically motivated initiatives in contemporary governments are the political ploys and manipulations of elite groups. However, the ways in which the ruling circles actually carry out their duties are more closely linked to coalitional forms of political dominance that emerge at the nexus of the interests of different elite groups, a confluence of their status and unofficial connections. However, their managerial competencies have not grown as much as the population as a whole, which sets the stage for decision-making and resource allocation to become more opaque. Clarifying the true effects of these changes on the dynamics of the ruling class as well as the interactions between the state and society presents a study challenge in this setting. The use of network approaches and structural and functional research methods enables us to state that, even today, the coalition “games” in the ruling class signal the structural self-renewal of the ruling circles, bringing more autonomous (post) elite communities that control key resource allocation mechanisms while simultaneously losing their responsibility to society. This is in addition to the adjustment of political projects or ideological and political compromises in updating government strategies. In addition to enhancing the latent character of public policy development and the distance between them, their informal means of influencing public policy aim to deepen the internal differences within the ruling circles.

Political Education and Enlightenment of Russian University Youth: The Current State and the Potential of Gamification

This research paper examines the current state of political education and enlightenment among young adults attending Russian universities. The study uses a politico-psychological paradigm, viewing political education and enlightenment as means for controlled political socialization. Surveys of vice-rectors in charge of educational and youth policy at several Russian institutions provided empirical data, which was supplemented by views from academic and practical specialists. The surveys were conducted between late 2024 and early 2025. The findings highlight the importance of building a comprehensive strategy for implementing educational and enlightenment initiatives inside higher education institutions, as well as arguing for the incorporation of new pedagogical methods like gamification into these programs.

“Territory of no politics”: The Role of Entertainment Content in the Political Socialization of Russian Youth by the Example of Steam and YouTube

The aim of the study is to examine the impact of entertainment content on the political socialization of the Russian youth. The empirical basis of the study includes data from a mass survey of young people in four regions of Russia (Altai Krai, Tomsk Region, Novosibirsk Region, and the Republic of Altai) with a sample size of 1,257 respondents, as well as the results of a neural network analysis and content analysis of user comments on Steam and YouTube. The survey findings reveal a small «core» of young users (up to 10 %) who recognize the political subtext of entertainment content, while the majority (up to 80 %) prefer to avoid politics, deny its influence on their values and attitudes, and perceive games and videos exclusively as leisure activities. Neural network analysis identified the key thematic clusters (mega-variables) in user discussions: themes of war and peace, virtuality and reality, patriotism and protest, social justice, and distrust of authorities. Differences in discourse were established: on the gaming platform, political discussions tend to be more abstract and philosophical, whereas on the video-hosting platform, the discourse is significantly more politicized, dominated by assessments of current political agendas and polarization between «ultra-patriots» and the opposition. The study concludes that entertainment content plays an ambivalent role as a distinct channel of political socialization, subtly transmitting political narratives that are consciously perceived by an active minority of young people while potentially exerting an indirect influence on the passive majority. The findings highlight the segmentation of the youth audience and the need to consider this specific feature when analyzing the impact of digital environments on the formation of political identity.

State Capabilities in Shaping Youth Identity Online: Insights from Expert Surveys

Recent studies on youth identity formation in the digital realm have predominantly focused on issues related to virtual or online identity. This study, however, redirects attention toward the challenges of shaping real-world identity through online platforms. Guided by a constructivist methodology, the research draws upon the findings of an expert online survey conducted in November 2024. Discourse analysis was employed to analyze the collected data. The surveyed experts unanimously support the importance of the state’s role in fostering youth identity via internet resources but emphasize the nuances associated with different types of online platforms. Particularly, they highlight the potential impact of entertainment and gaming websites on identity development among young Russians. Experts warn against adopting rigid, bureaucratic approaches when crafting identity-related policies online, stressing instead the need for subtle, tailored strategies. Furthermore, the results affirm the ongoing tension between reinforcement and mobilization theories regarding how modern information technologies shape political awareness and citizen identity.

Trust Dynamics in Socio-Political Institutions: A Comparative Analysis of Perceptions Among Younger Generations in Old and New Russian Regions

The significance of this study lies in understanding the mechanisms driving social and civic integration among young individuals residing in newly incorporated Russian regions. Central to these processes is the degree of trust they place in governmental bodies and public institutions. Drawing upon comprehensive empirical data collected by the researcher, the paper undertakes a detailed comparison between the patterns of institutional and personal trust exhibited by Russian youth hailing from established versus recently annexed regions. Key findings indicate distinct variations in trust levels across regional demographics. Specifically, younger inhabitants of newly integrated territories exhibit greater confidence both in central government entities as well as within their local networks of familial, communal, and societal connections. This phenomenon can be attributed primarily to two interrelated dynamics: firstly, the transformative experience of being formally absorbed into the Russian federation; secondly, prolonged exposure to life under conditions associated with ongoing armed conflicts, which has fostered robust community bonds and cohesive social structures. Moreover, the investigation explores how recent geopolitical developments-such as the commencement of specialized military operations-affect perceptions of trustworthiness among youth populations. It reveals that whereas in traditionally recognized Russian areas, these events lead to diminishing levels of trust, no similar erosion occurs in newer territories. Thus, incorporation into the Russian nation-­state emerges as the pivotal determinant shaping attitudes toward institutions and social relationships alike.

Evaluating State Youth Policy: Factors and Criteria from the Perspective of Students Across Russian Regions

The research analyzes the criteria and factors for assessing the content and main directions of implementation of the state youth policy (SUP) at the federal and regional levels by students of Russian regions, and establishes the degree of their correlation with the criteria for assessing this policy identified in scientific literature and official documents. The study is based on the results of a mass survey and focus groups conducted among schoolchildren and students of secondary specialized schools and universities of different types of regions of Siberia (Altai Krai, Altai Republic, Novosibirsk and Tomsk regions) in September - December 2024. The authors note the lack of a clear understanding of the content of the SUP, information about its programs and projects, especially regional ones, in the minds of student youth, which makes it difficult for young people to assess its implementation. While quantitative criteria of youth policy effectiveness prevail in official documents and research literature, benefits from inclusion in its implementation, their ratio to the required effort, the degree of assistance of the youth policy to the formation of human capital capable of providing young people with a decent life in the future, accessibility and interesting presentation of information about projects and events are more important for students. The article highlights the level of awareness of young people, their involvement in the projects and events of the youth policy, the presence of interest in this topic, the degree of relevance of individual areas of the youth policy for them, as well as the gender and age characteristics of respondents and the situation in the region of their residence as factors influencing the assessment of the effectiveness of the youth policy implementation by schoolchildren and students.

Methods for Measurement of the Civic Identity of Russian Youth

The article presents the results of an expert survey of leading Russian political scientists on the problems of assessing the state of civic identity of young people. The research method is an in-depth interview, the sample size is 20 experts, the time is late November - early December 2024. The purpose of the study is to find out the main positions of Russian scientists on the issues of understanding the essence of the phenomenon of civic identity, its main components, assessment indicators, and the most effective study methods. In addition, the main practices of studying civic identity by domestic scientists specializing in sociology, psychology and pedagogy are analyzed. Researchers generally agree that civic identity as an object of empirical research is a complex phenomenon that includes cognitive, evaluative and behavioral components. Researchers are convinced that the most significant indicators should include: participation in public life based on sociocentric motives, knowledge of the history of one’s state and pride in it, an idea of the future development of the state, the presence of a formed image of “we” with the citizens of one’s country, etc. The image of “one’s” state contains territorial and temporal dimensions. Scientists consider the most difficult task to be the search for criteria for the formation of civil identity. The split in opinions concerns the priority of using quantitative or qualitative methods of analyzing civil identity.

Ethnic Migrations, Enclave Formation and Ethnopolitical Risks in the Russian Capital Region

After the terrorist attack in Crocus City Hall on March 22, 2024, immigration from Asian CIS countries turned out to be one of the most acute foreign and domestic political problems in Russia. Its importance is greatly enhanced by the security threats posed by the use of migrants by external forces in their own conditions. The increase in these threats has given rise to a number of legislative initiatives to tighten migration policy and limit the influx of migrants themselves. However, the occurrence of this problem is by no means accidental, and the terrorist attack in Crocus City and a number of other similar incidents that occurred in 2024-2025 only highlighted its severity. It is no coincidence that most of the high-profile events related to migrants are clearly localized in the Russian capital region, which, due to the large capacity of the labor market, is the main object of their attraction. As a result, places of concentration of migrants (“ethnic enclaves”) have begun to form around the capital, the main difference between which and the surrounding territories is a much higher number of non-ethnic and non-cultural populations. The study attempts to identify such places based on open sources, mainly press materials, statistics from the Ministry of Internal Affairs and population censuses, as well as to analyze the ethnopolitical risks associated with them. The study showed that the emergence of enclaves is associated with the concentration of migrant workers in the localities of their employers. Migrants prefer to settle around them, first temporarily, and then permanently. Due to the higher birth rate and continued immigration in such areas, there is a change in the national composition of the population, among which the dominant ethnic groups among migrants begin to prevail. The result of the appearance of enclaves is an increase in the discontent of the local population, interethnic tension and an increase in the number of conflict situations, which leads to an increase in the risks of destabilization of the ethnopolitical situation. The situation is aggravated by the ongoing demographic explosion in the countries of Central (Central) Asia and the narrowness of national labor markets, which forces their indigenous populations to seek work abroad, mainly in Russia and its metropolitan region.

International Labor Migration and Its Transformative Effects on Political Landscapes Across Central Asian Nations

In today’s context of global geopolitical transformation, competition for influence in Central Asia has intensified, particularly regarding the region’s labor resources. Currently, approximately 70 % of labor migration flows from Central Asian nations head towards the Russian Federation, while an overwhelming 90 % of financial remittances back home originate from Russia. Additionally, Russia plays a significant role through numerous investment initiatives across the region. The primary objective of this research is to explore the interplay between the economic and political ramifications of international migration patterns involving Central Asian states and the Russian Federation. Remittances sent by migrant workers to their homelands, along with Russian investments within these regions, serve as more than mere forms of “social security.” They significantly elevate overall standards of living, alleviate poverty levels, and importantly, bolster political stability among Central Asian nations situated along Russia’s southern periphery. However, emerging trends indicate shifts in traditional migration routes. New hubs attracting labor migrants include countries such as China, Turkey, Israel, Iran, Kazakhstan, South Korea, and others. This evolving landscape compels the Russian Federation into engaging in what can be described as a friendly yet competitive race for regional influence-even with some of its closest allies. This study concludes that any reduction in migratory activities, decreased inflows of remittance funds, or diminished organic inclination toward closer ties among migrants would result in both increased political volatility within Central Asia and weakened Russian leverage over the area.
