Innovative model for financing construction projects with private investor funds

Аннотация

In the construction sector, investment activity involves financing an investment project, the construction of any residential, industrial or commercial facilities in order to obtain a certain level of income through the sale of construction products within a certain time frame. The authors conclude that the currently available methods of investment activity in the construction sector, carried out mainly by the banking sector or from the state budget, have a limited resource and are not able to meet the requirements of modern market realities. Thus, the conditions put forward by construction organizations, banking and public sector, which are actually monopolists of the financial sector, significantly limit the number of players in the market and undermine the growth of the construction sector as the most important sector of the state's economy.

Competitive order as a mechanism for reconciling the economic interests of housing market actors

Various actors interact in the housing construction market. Objectively, their economic interests are antagonistic and multidirectional. This creates the ground for destabilizing the competitive environment of the housing construction market. As a result, the rise in housing prices is inadequate to the effective demand and purchasing power of market participants who want to improve their living conditions. The relevance of this study is due to the need to coordinate the economic interests of the subjects of the housing construction market. The author systematizes economic interests, namely, identifies nine positions of such participants of the housing construction market as potential house buyers, developers (owners of the construction business), banks and the state. The listed interests are analyzed from the point of view of their coordination with each other. The conclusion about the varying degree of consistency of these interests is drawn. The purpose of the study was to develop a mechanism for coordinating the economic interests of the subjects of the housing construction market. The mechanism of such coordination is proposed. A competitive order is established. The author concludes that it is necessary to conduct a competent effective economic policy.

Innovative imperatives for developing modern building materials and technologies for housing

In conditions of limited resources and changes in the external environment, the development trends of innovative activities of enterprises producing construction materials are of state, federal and municipal importance. The construction industry is under the influence of systemic political and economic challenges, reflecting both global trends and internal barriers to development. There is a need to form innovative directions of its development on a technological basis, taking into account administrative reforms and new options for financing construction works. The results of theoretical research and analysis of the situation in the production of modern building materials and their application in housing construction demonstrate the complexity and versatility of the problems of the construction industry. The author considers the experience of using modern building materials in conjunction with indicators of economic development and makes proposals on the use of modern building materials in housing construction of the Donetsk People's Republic.

Index approach to wall material selection in low-rise construction

The article examines a promising segment of the construction market associated with low-rise construction. Wall structures are one of the main elements of the house, as they affect parameters such as heat preservation in winter, the price of materials at home and the speed of construction. In order to identify the relationship between these three parameters, the authors selected the most widely used wall options in low-rise construction. For each of the variants, the heat transfer resistance was calculated. The authors have calculated labor costs based on state estimated standards and taking into account the costs of construction, installation of structures and prices of materials used, obtained from construction shops in the city of Yekaterinburg.The authors have compiled tables with the above parameters. The index of the ratio of heat transfer resistance and labor costs to the price of materials has been revealed. This makes it possible to take a reasonable choice of wall material that is most suitable for the planned budget, construction time and the required amount of heat preservation.

Developing measures to improve the housing stock efficiency on the example of renovation project in the city of Magnitogorsk

The article reflects the peculiarities of creating investment conditions, including the legislative framework necessary to carry out a renovation program of the housing stock in the city of Magnitogorsk. The necessity of housing stock reproduction is revealed; and an algorithm for the implementation of the renovation program on the example of a particular cluster of emergency housing in the Leninsky district of Magnitogorsk is proposed. The financing schemes of the project, the subjects of the program, structural, volumetric-planning and technical-economic indicators for the development of the microdistrict and each particular residential building are presented. Based on the research, the effectiveness of the renovation program for each of the participants (population, municipality and commercial organizations) was assessed.The renovation project of the housing stock in Magnitogorsk is cost-effective and possible to implement. The technical and economic model for assessing the effectiveness of housing renovation programs can be used to evaluate similar programs in other cities; and the calculations performed can serve as the basis for the project documentation formation. Theoretical and practical significance lies in the fact that the conclusions and recommendations obtained in the course of the study can be used in municipal and regional housing policy by administrations of cities and regions of the Russian Federation.

Study of the relationship between housing affordability and average per capita income of the population of the Kabardino-Balkar Republic on the basis of socio-economic differentiation in 2010-2022

Аннотация

One of the most important state tasks of the Russian Federation aimed at improving the standard of living and the welfare of the country as a whole is to solve the housing problem. Therefore, the study of housing affordability and factors affecting its development is particularly relevant.The analysis of the literature shows that the works of many foreign and Russian authors are devoted to the topic under study. At the same time, the average indicators of housing affordability obtained on the basis of existing methods do not accurately reflect the real situation. The author proposes a modified methodology for the study of housing affordability based on the federal target program, depending on the socio-economic differentiation of the population, taking into account incomes, wages of different categories of the population and expenses, which increases the accuracy and reliability of the results obtained, relative to the average indicators for the whole population. To identify trends in housing affordability, the study period covers 10 years from 2010 to 2020.These criteria increase the reliability and are the novelty of the study.
