Territories development is one of our state’s main priorities these days. However, economic breakthrough in regions is inconceivable in the absence of their investment attractiveness. Meeting this condition will help bridge the gaps between Russia’s subject territories. Moscow is ready to set the pattern of harmonious development at the regional level. World’s doing business ratings feature Moscow at the top of the list. Investment management is a component of digital economy, which is why Moscow banks on up-to-date technologies that match the “Industry 4.0” concept criteria. The key element of Moscow’s investment development is the endorsement of science and science-driven technologies, along with information pilot projects. Professions of the future come into being and smart technologies are implemented in the Capital metropolis. When planning investment strategies, one needs a well thought-out choice of projects in need of backing: the crucial thing about them being their having powerful action-oriented aspect and making a real contribution to the region’s economy.

Identifying HR priority strategies for digital economy

Abstract

Rise of artificial neural networks, machine learning, neurointerfaces and other AI related technologies leads to prolific changes in all walks of urban life. These changes have a strong effect on labor market, more precisely – on the nature of professional activity: new skills, and consequently new competences are required from personnel. A vivid example of modern equipment capabilities is demonstrated by Moscow plants involved in digitalization of their production facilities. On the other hand, many consider robotic technologies a source of risks for the labor market. So it is imperative to take account of both positive and potentially negative factors in the course of digital economy proliferation when designing policies for personnel training. Timely upgrading of higher education programs is imperative for maintaining our competitive edge in the world economy. Educational strategies must be fashioned with all due regard for the most sought-after technologies. Systematic monitoring is essential to HR support for identifying key priority areas of training future personnel.

Abstract

Digital transformation of all walks of urban economy compels public organizations and commercial structures to revise their manpower requirements. Change befalls not only the most sought-after professions, but also personnel competence exigencies. It is professional qualifications along with universal digital competencies that come to the fore. They become specialist’s token of success in the labor market. The speed of labor market’s change rate has been significantly boosted by the corona virus pandemic. Under current conditions one of the main challenges for the educational system is the choice of learning format (online, offline or mixed type). It’s only too clear that on the winning side in the long run will be the share of education techniques based on the cutting edge digital technologies such as artificial intelligence and machine learning. Nonetheless, the issue of optimal learning format remains in abeyance. To answer this issue in no uncertain terms one needs to define unequivocally the main distinctions among the options of “online learning”, “offline learning” and “blended learning”.

Based on cutting edge cross-cutting technologies digital economy is booming in Moscow. New business and consuming models emerge, which in their turn affect internal and external markets, along with employers’ requirements to the employees’ skills. Personnel training in tune with modern conditions dictated by digitalization transformation are the controlling factor of economic progress today. Relevant to Russia’s labor market becomes the competences set that, apart from universal competences, includes digital skills and abilities which have proved their sustainability in the times of coronavirus pandemic lockdown. Yet normative framework in charge of employer-employee relationship under remote working conditions calls for enhancement. Proper management tools along with new remote worksite organization will help boost the capital’s digital economy.

E-university as a digital procurement learning platform

Abstract

Today, not a single state budgetary enterprise in Russia can do without the use of modern systems of state and municipal procurement. Bidders need specialized professional skills to work with digital instruments. In addition, the systems are constantly being improved, so employees need to regularly update their knowledge and competencies. Various electronic educational platforms allow doing this. They help to quickly and efficiently train employees and establish the work of companies with customers. The use of such tools has acquired particular relevance in the era of digitalization. There are a number of requirements for professional training of specialists in the field of procurement, and following them is a guarantee of personnel’s professionalism. An example of the successful implementation of a digital educational platform is the electronic university “Sber A”, offering up-to-date educational programs and teaching techniques. Particular attention in these programs is paid to the innovative method of immersing students in the information environment of the contract system.

Moscow Government Staff Recruitment Center: search and selection of the best employees for the city

Abstract

Since 2019 Moscow Government Department of PA and Personnel has been running the project of setting up and developing services in the city’s urban management system. The most sought-after services are those of searching and screening of applicants, effectively realized by the Moscow Government Staff Recruitment Center. The key elements of the Center’s practices are harmonization of the applicants’ assortment methodologies, drawing on job profiles and modern screening methods. An important role in staff recruitment procedures has been played their switching to the digital format. In particular, online interviews and testing save considerable amount of time for both recruiter and aspirant in the absence of any quality loss. The recruitment Center’s clients are heads of Moscow executive power bodies and their subordinated authorities. The Center performs as an internal recruiting agency while running targeted and mass assortment, and also helps recruit staff from square one.

Social partnership in labor relations: to commemorate Russia’s Independent Trade Union Federation’s 30th anniversary

Abstract

In the course of a few decades changes were in train in our country’s economy as a result of the change of the political system and business pattern. Changes are still in progress, but amid the factors of restructuring the economic domain digitalization is coming to the fore. Substantial headway is noticeable in labor market, a number of which are witness to the lowering of workers’ social security. The stature of social institutions responsible for regulation of the labor market – the trade unions has notably changed in the last decades. People lack the notion of trade unions functions today, while they become a dramatic force that determines the relationship between the workers, the employers and the state. Deputy Chairman of Russia’s Independent Trade Unions Federation N. N. Kuzmina gave an account of priorities, tasks and activities of the trade unions’ movement and the effects of tripartisanship system on the labor market. In her interview to the Herald she characterized the phenomenon of “precariat”, outlined the Federations plans to reduce its impact on society, as well as offered her outlook for the future of the trade union movement in Russia.
