Abstract
The influence of social interest on law, particularly on law-making is considered. Such phenomenon as lobbying is in the centre of attention. It presents the process of influence of interested parties on the institutes of social power with the aim of bringing the needs at regulatory level. Statement of the question of correlation of the interest and law not only from the point of view of jurisprudence, but taking into consideration political, economic, historic, philosophic and other aspects precedes the analysis of lobbying. Lobbying is indispensable attribute of society, in which different interests develop, bearing one or another way of thinking, social or economic and political-legal component, allowing to take its place in public system of relations. As an example of the conflict of social interests the characteristics of ecologic and economic interests in the context of their balance are presented in the positions of the Concept of stable development.

Интерес как правовое явление по своей сути многогранно и берет свое начало от общенаучной категории, находя отражение не только в юриспруденции, но и философии, социологии, психологии, экономике, политологии и других науках. Этимологически «интерес» несет в себе смысл потребностей, мотивов, побуждений, осознания цели. Отсюда мы видим разнообразие внутренних элементов, на которые можно разобрать рассматриваемую категорию - объект интереса и связанные с ним потребности, ценности и мотивы, влечения и стремления, принятие решения, план действия и цель.×
