Scenarios of development of foreign trade activity of the Russian Federation under sanctions conditions

Abstract

Relevance. Foreign trade activity is the most important factor of economic growth of the Russian Fe-deration, but currently exports and imports are under restrictions from Western countries. This study will provide information on potential scenarios for development of Russian foreign trade activity using ARMA and ARIMA modelling in modern conditions.

Aim. To analyze the foreign trade activity of the Russian Federation in the conditions of restrictive measures prohibiting access to international and financial markets; to develop va-rious scenarios of development of Russian foreign trade activity in the conditions of sanctions restrictions.

Methods. Methods of analysis, synthesis and comparison, as well as ARMA- and ARIMA-forecasting of time series.

Results. Based on the analysis of foreign trade activity of the Russian Federation for 2022, it was revealed that trade flows and the structure of foreign economic activity have undergone significant changes, thanks to which Russia managed to minimize the consequences of the imposed sanctions restrictions. The constructed models made it possible to develop three types of export and import development scenarios – inertial, pessimistic and optimistic. But in 2025 there will be a decrease in exports by 3.5% to $610 billion.

Analysis of these models showed that, within the framework of the inertial scenario, in 2023 and 2024 there will be a noticable increase in exports by 3 and 2%, respectively. In 2025 there will be a decrease in exports by 3.5% to $610 billion. Within the framework of the inertial scenario, the following values were obtained for the import indicator: in 2023, growth will be 4%, in 2024, an increase in imports by 2% is possible, and in 2025, based on the obtained model, growth will stop.

Features of sustainable development of regions in the conditions of low-carbon and ESG economy transformations

Abstract

The existing problems of ensuring a decent quality and standard of living for the population, function-ning of enterprises with an emphasis on energy saving and energy efficiency, and the current environmental situation increase the urgency of achieving sustainable development goals.

Aim. To identify the features of sustainable development of regions in the context of low-carbon transformation and the formation of the ESG-agenda (E – Environment, S – Social, G – Government).

Methodological tools. General scientific research methods, such as: comparative and retrospective analysis, classification, generalization.

Results. The author has supplemented the periodization of sustainable development and identified three stages in it: the formation stage, institutional, functional. These stages make it possible to translate the problems of climate change into a practical plane, orient the investor in the direction of the ESG-agenda, increase social responsibility at various levels of management. The paper introduces the initiatives of Russian regions within the framework of the ESG-agenda.

Conclusions. At the functional stage, adherence to the principles of sustainable development in the Russian Federation continues, taking into account ESG-factors. This is reflected in the initiatives of interaction between regional authorities and business. Further research in the field of sustainable development will be associated with a more detailed elaboration of the model for taking into account the low-carbon aspect and ESG-factors in sustainable development of regions.

Gap in assessment of transport solutions by citizensas a trigger for network communication

Abstract

Relevance. Transport is considered as one of the factors that shapes public welfare. But in society there are conflicting demands, expectations and assessments of transport solutions depending on the age, gender and place of residence of passengers. The existence of a gap is determined by the objective density and saturation of modern urban agglomerations. In addition, the age and gender composition of movement participants is changing, which forms their needs and requests for the organization of infrastructure.

Aim. To identify the reasons for differences and gaps in city actors’ assessments of transport decisions, and the consequences of such gaps.

Methods. The work uses the results of a comprehensive interdisciplinary research project, which made it possible to describe the transport behavior of the main participants in passenger transport. The authors used the results of hybrid methods of information search: video recordings of passenger and transport flows of the city of Kemerovo and the Kemerovo region, a questionnaire survey, content analysis of social networks, official pages, websites and portals.

Results. There are different user attitudes aimed at updating the problem of reforming the transport system, options and prospects for its solution and the image of reactive interaction between users and the authorities (for example, criticism of government decisions, demonstration of distrust or dissatisfaction, use of communication about transport reform to achieve other goals).

Conclusions. An active tool for qualitative study of new transport changes can be the use of digital solutions, which allows one to collect quick, reactive parameters relating to urban transport communications in the resource space of networked and «cloud» urban communities.

Construction of forecasting and planning system for shipbuilding enterprise activities

Abstract

In modern conditions of high dynamism of the external environment, caused primarily by scientific and technological progress, it is important for shipbuilding enterprises to determined trends that will define the determinants of their sustainable development in the long term in order to ensure an increase in market share and competitiveness. In addition, it is important to build a multi-level planning system in the organization in conjunction with the generated forecasts.

Relevance. The need to solve an important scientific problem of chronization of the preparation and compliance of the content of strategic, tactical and operational plans of the shipbuilding industry enterprise with the received forecasts regarding future changes in the external environment to create the foundation of its sustainable development in the long term.

Aim. To develop methodological recommendations for the construction of an integrated system for forecasting and planning the activities of a shipbuilding organization to ensure its sustainable long-term economic growth.

Methods. Systematic approach, methods of generalization, grouping, comparative analysis, the method of constructing a balanced BSC system of indicators, the SMART goal setting method and others.

Results. The authors have summarized the criteria of goal setting at different levels of company management. They proposed the basic principles of forecasting and planning the activities of a shipbuilding organization. The paper demonstrates the interrelation of the forecasting system and multilevel planning with the information support of managerial decision-making and the level of aggregate risk. It is established, that the rates of economic growth, levels of sustainability and competitiveness of a shipbuilding enterprise are determined by the degree of interconnection and interdependence of the formed forecasts, strategic, tactical and operational plans of its activities. Implementation of the proposed system for forecasting and planning activity at domestic shipbuilding enterprises will minimize likelihood of risk of making irrational management decisions, in particular, in the field of pricing for shipbuilding products, and in general ensure the growth of their income, profits, investment attractiveness and market value. The obtained research results form the scientific basis for development of forecasting and planning methodology in the general management system of an organization.

International experience in promoting elderly labour supply in the context of digital transformation and its enlightenment to China

Abstract

Relevance. In order to alleviate the problems of labour reduction and heavy financial burden caused by population aging, some developed countries have implemented policy reforms to develop the resources of the elderly, and provided educational measures to improve digital literacy for the elderly in combination with the fact of digital transformation. These positive measures have not only achieved certain results, but also provided a reference for China to deal with aging.

Aim. To summarise the measures and experiences in developing geriatric resources in typical developed countries, and to gain insights from them, and then to make suggestions for China’s response to population ageing.

Methods. Based on the collection and collation of objective facts and statistical data, this paper summarises the current situation of aging in Japan, Germany and Singapore and the reform measures for the development of human resources for the elderly, and uses induction to analyse the internal logic of the successful experience of these countries in developing human resources for the elderly.

Results. The author has summarized and analyzed the measures and experience of Japan, Germany and Singapore in developing geriatric resources in the dual context of ageing and digitalisation as well as logic of the positive results of developing geriatric resources. Combined with the current situation of the development of human resources for the elderly in China, some suggestions are put forward for the development of human resources for the elderly in China.

Conclusions. The establishment of a sustainable pension system, the formulation of policies to promote the employment of the elderly, and the provision of a service system for the elderly, such as old-age security, education and training, are the necessary prerequisites for the development of the elderly's human resources. The construction of a digitally inclusive social environment of positive aging, and the enhancement of the elderly's digital literacy through a variety of ways have better benefits for the elderly's confidence in the labour supply and the increase in the rate of labour force participation. Constructing a synergistic mechanism based on stakeholders such as the government, enterprises, families as well as the elderly stimulates the elderly labour supply and other social activities.

Ideology of cosmopolitanism in the modern information society

Abstract

The paper examines the phenomenon of cosmopolitanism in the modern world. The article presents the work of various theorists and political philosophers to develop the author's terminology for each of these concepts and integrate the subjectivist approach into these designations. Modern researchers have different approaches to the theory of cosmopolitanism and the idea of realizing world citizenship, which leads to actualization of the topic itself. And due to the fact that the topic of cosmopolitanism is polemical, the search for the foundations, nature, status of the cosmopolitan idea, and its interpretation, is currently becoming the main task of supporters of universal citizenship, while the goal of critics of the presented theory is a consistent critical analysis of modern projects and the idea of the world civil status itself.

Aim. To identify the specifics of the ideology of "cosmopolitanism" and the critical characteristics of the utopian idea of "world citizenship".

Object. Representation of political ideologies.

Subject. The specifics of emergence and development of ideas of cosmopolitanism.

Results. It is proved that the modern information society was created to implement the concept of cosmopolita-nism and world citizenship. In the modern world, thanks to globalization, the lines between ethnic, confessional and cultural identity are blurred. There are prerequisites for a new citizenship – world citizenship.

Conclusions. Two of the most obvious negative aspects of cosmopolitanism were identified, which give the ideology a utopian design: firstly, the loss of individualism and identity; secondly, the weakening of the national and cultural characteristics of a particular state that have been developing in this territory for centuries, adherents of patriotism treat cosmopolitan ideas negatively, believing that they undermine their values.

Youth policy influence on implementation of a university development program

Abstract

At the moment, youth policy is becoming one of the main priorities for the development of the state and society, it takes a special place in the economic growth of the country, and attention is given to it in the environment of higher education. At the same time, the problem of the demand for the potential influence of youth policy on the development of an educational organization of higher education, as well as the difficulties that arise in implementation of youth policy in a university development program, remains insufficiently studied.

Methods. Expert questioning, factor analysis and analysis of cause-and-effect relationships, general statistical analysis and analysis of regulatory documents, construction of matrices and graphs. The information base consisted of a survey of 145 vice-rectors of Russian universities from 52 regions of the Russian Federation, conducted from October to December 2023, which examined practical approaches to the implementation of youth policy.

Aim. To study the degree and nature of youth policy influence on the main directions of the university activities, which, in its turn, will make it possible to specify its role in achieving the strategic goals of the university.

Result. The role of youth in the strategic and economic development of the university is analyzed, the most significant factors are highlighted, and the influence of the main directions of youth policy on increasing the university recognition, economic efficiency and strategic planning was shown.

Conclusions. The paper contains the data on specifics and significance of youth policy, promising directions for studying the mechanisms of its implementation, including for effective integration into university development programs.

Theoretical and methodological basis for analyzing socio-economic participation of elderly people in regional technological environment

Abstract

Relevance. The concept of technological environment is determined by modern concepts of information and at the same time “aging” society, the importance of new digital practices and relationships, ordered in space in relation to different economic entities, including taking into account their level of use of technological innovations and age characteristics. Technological environment is a special type of environment with processes and practices being rooted in the socio-economic system and not being limited by formal geographical, cultural, institutional or demographic boundaries. Technological environment opens up great opportunities to improve the quality of life of the fastest growing social group – elderly people. The technological space has recently become a factor that shapes quality of life. Thanks to this, satisfaction with the quality of life may be seen as an assessment by old persons their life as a whole with the individual conditions predetermined by the regional technological environment.

Aim. Theoretical and methodological substantiation of the analysis of the socio-economic participation of elderly people in regional technological environment. This task requires both a systematic understanding of the effects that technological changes have on the lives of elderly people, and a systematic methodological tool for assessing the socio-economic participation and inclusion of elderly people in the technological space.

Methods. A systems approach is used to examine the participation of elderly people in the regional technological environment in economic and social systems on a multi-level basis.

Results. The authors have identified five elements of the regional technological environment (consumption of goods and services, employment and communication, education, health and care, housing and living environment). The paper introduces the examples of primary and secondary data sources for analyzing the inclusion of elderly people in the regional technological environment. It is introduces as well typical indicators characterizing each element of the regional technological environment. The authors analyzed possible qualitative and quantitative methods for studying the socio-economic participation of elderly people separately in the context of economic and social systems. They proposed the development of the concept of participation of elderly people in the socio-economic system of the region. This concept implies involving elderly people in managing certain elements of the technological environment.

Conclusions. The proposed elements of the technological environment for assessing the socio-economic participation of elderly people in the regional technological environment are not strictly delineated structurally; they can intersect and interact. Accordingly, practices of socio-economic participation may be of a combined nature, which may require a non-standard approach and the use of mixed research methods. The authors propose to use three main forms of elderly people participation in the socio-economic system of the region: their participation in putting forward proposals, developing alternative scenarios, and choosing a strategy for the development of the regional technological environment. The study confirms that elderly people participation in the socio-economic system of the region makes it possible to connect the motives, incentives and needs of people of different ages and socio-economic status in regional technological environment development, and helps to more fully utilize the resource potential of citizens. In practice, all forms of participation of elderly people in the socio-economic system of the region are used in a certain combination, since they are closely interconnected and complement each other well when solving a wide range of tasks related to the development of the regional technological environment.

Theoretical substantiation of the factors for developing the banking system in the Russian Federation

Abstract

Relevance. The banking system is a key structure in a market economy. The definition of a «banking system» affects all aspects of its functioning: organizational, legal, and institutional. The banking system can function effectively only if a number of principles are fulfilled that justify the organization of effective monetary circulation that meets the needs of the economy and its expanded reproduction. The national banking system exists in the economic environment of the State in which it operates. Therefore, the study of the banking system of the Russian Federation involves considering it not separately, but together with a set of factors influencing it.

Aim. To substantiate the factors of developing the banking system in the Russian Federation through segmentation at the level of the macroenvironment (external indirect impact) and microenvironment (internal direct impact).

Methods. General scientific methods of cognition, including comparativism, segmentation, generalization, synthesis, detailing.

Tasks. In order to achieve this aim, the segmentation of the factors for developing the banking system in the Russian Federation was carried out, indicating the specifics of the impact. The authors have considered the eterministic analysis models that can be applied to quantify the degree of impact.

Results. The factors influencing the banking system can be conditionally divided into internal and external ones. Internal factors have a direct impact on the banking sector development, external factors may indirectly influence it, but this in no way reduces the degree of possible impact. The factors were grouped according to the following criteria: economic, social, man-made, managerial, professional, political, and competitive. It is quite difficult to assess the influence of one or another factor, first of all, for the reason that all the analyzed indicators must be expressed quantitatively. There is also a question about the degree of influence of one or another factor, which should be expressed in terms of coefficients, that is, in any case, there may be a subjectivity of assessment in the calculation, which makes the calculations ambiguous and possibly erroneous. It is advisable to assess the impact of the studied factors using deterministic factor models that will generate a model for the banking system development and formulate strategies for the development of the banking sector and the country economy.

Conclusions. The necessity of structuring the factors of banking system development was justified in order to further evaluate them through a deterministic factor analysis in order to bring the results obtained to numerical values.

Bioresource processing by oil and gas companies as part of ESG strategy

Relevance. Long-term sustainable development of oil and gas companies forms the vector for building an effective business model in order to ensure high sustainability of the enterprise in a changing macroenvironment, the key factor in the transformation of which is the ESG agenda.

Aim. Socio-economic assessment of projects for processing bioresources by oil and gas companies as one of the programs for creating a closed-cycle production in the context of the imperatives of the ESG agenda.

Object. Business processes of an oil and gas company.

Subject. Closed-cycle biotechnology as a business segment of an oil and gas company.

Methods. Empi-rical and economic-statistical.

Results. The work shows the search for management solutions by oil and gas companies to maintain investment attractiveness and competitiveness in conditions of macroeconomic instabi-lity. Areas of business diversification include the introduction of a biotechnology segment into the business model of oil and gas companies, which is not considered promising. The implementation of an economically ineffective project of PJSC Tatneft with a high payback period for the production of biofuels is determined mainly by socio-economic factors that influence both the development of the region where the business is located and the expansion of its social responsibility. This project, taking into account its scientific and technological functional load, is part of PJSC Tatneft program for transition to a circular economy based on ESG principles.

Management aspects and assessment of the economic efficiency of digital ecosystem companies

Abstract

Relevance. Development of digital ecosystems has accelerated significantly over the past three to five years, driven by global economic, social, and technological changes. Digital platforms took the lead in sales and capitalization in areas such as advertising, entertainment, trade, communications, information technology and significantly changed the financial and tourism sectors. However, the scientific literature lacks an economic analysis of the leading digital ecosystems, presenting only a description of their business models, which does not fully allows noting the key peaks of economic activity and compare the level of success.

Aim. To review theoretical approaches to the management of digital ecosystems and conduct a comparative analysis of owners of leading digital ecosystems on affordable economic indicators.

Methods. Methodological basis of the study is the concept of economic ecosystems and management theory. We use in the article the methods of structural-logical and comparative analysis. We analyze the Fortune 500 and Interbrand databases.

Results. We considered scientific publications on the theme of digital ecosystems management with allocation of levels and objects, underling the owner role, and provides analysis of the main economic indicators of the world leading digital ecosystems in b2c and b2b-segments. Our results allowed identifying the leaders on several indicators, including the brand value. The assessment across several parameters identified Apple as a business model demonstrating better results in the digital ecosystem category. With comparable sales, Amazon, Google, Alibaba, and Meta products lag in both capitalization and brand value. B2b ecosystems are less profitable than b2c, but tend to grow more steadily. We examined the need for a deeper assessment of each digital ecosystem at the level of its owner, platform, and participants.

Impact of corporate social responsibility on transition to a green economy

Abstract

Relevance. Determined by the importance of transition to a green economy both at the state level and at the level of individual firms.

Aim. To study the impact of corporate social responsibility on transition to a green economy.

Methods. An abstract-logical approach was used based on a systematic analysis of the corporate social responsibility impact on transition to a green economy in Russia and in other countries. ESG-ranking and experience in introducing corporate non-financial reports, including the number of environmental reports in Russian companies were also analyzed. A breakdown of environmental reports by industry was carried out and the change in the number of these reports in recent years was studied.

Results. The peculiarities of the impact of corporate social responsibility on the green economy include saving of natural resources, introduction of eco-design principles and development of eco-needs among customers. The Russian leaders publishing environmental reports and having a higher ESG rating include the oil and gas industry, energy, banks, production of agrochemicals, black metallurgy.

Conclusions. The state support of the firms is recommend in introducing the principles of corporate social responsibility.

Structural and functional analysis of the Orthodox community as a traditional society in modern conditions

Abstract

The article provides a socio-philosophical analysis of the Orthodox religious community as a traditional society in modern conditions. At present, Russian society is a complex structured system represented by various groups of traditional, religious, industrial and post-industrial culture. Religious structures of the Russian Orthodox Church, represented legally most often as Local Religious Organization Orthodox Parish of the Russian Orthodox Church (Moscow Patriarchate), are quite widespread. The aim of the study was to analyze and comprehend the functions of the structural components of this society laid down in its Charter. In the study of the social system of the parish community the structural-functional approach of R. Merton and Jungian understanding of archetype as a behavioral model are applied. The following structural actors of the parish community are identified: church, clergy, parishioners, Sunday school, almshouse, brotherhood, cemetery, parish hospital and similar parish organizations. Each structural element of the parish is characterized by its own functionality. The described functions of the structural components of the society under study are grouped according to the main criteria that reflect the goals and objectives of the existence of this society, such as moral and ethical, religious and attitudinal, cultural and educational, socio-political and system-forming. The analysis of the main models of behavior of parish actors revealed some contradictions in the structural relations of the community, which will allow further study of this phenomenon to determine the ways of its development and transformation. The growing interest in religious communities with their inherent deep historical and social prerequisites has been noted. The format of the modern Orthodox community is unattractive, as it has shortcomings in the management structure, leading to the formalization of various spheres of activity. The consequence is the transformation of religious functions and the absence of horizontal social ties.

“Face” management in the practices of modern business culture in China

Abstract

Interest in modern Chinese culture is associated with the processes of intensifying political, economic and cultural ties between Russia and China. For successful business cooperation with China, it is imperative to understand the specifics of Chinese business culture, and therefore the number of studies on this topic is increasing. It is recommended to study Chinese business practices, including in the digital context, based on the sociocultural traditions of Chinese society.

Relevance. The fact that the cultural concept of “face” has a central place in the Chinese value system, being the key to understanding the national character of the Chinese, cultural and business practices of China. Various communication strategies and cultural practices in modern Chinese society, including business, are based on the semantic traditions of the concept of “face,” organically integrated into the collective intelligence of the Chinese people. In the digital world, intercultural business communications evolve into new formats, creating a different subculture in which the management of the “face” is also changing. These online practices of “face work” are becoming an integral part of modern Chinese business culture and deserve special attention.

Aim. Based on the analysis of practices in Chinese business culture to reveal the essence and forms of “face” management, considering the impact of digital transformations on business practices of “face work”.

Results. The paper describes the universal and specific Chinese aspects of the “face” phenomenon in social and business communications. It is shown that “face” management is a complex communicative mechanism, and it is characterized by situational factors and dynamism. It was demonstrated that the concept of “face” is important in digital culture in the glocalization context of business interaction. In digitalization processes, “face” management is revealed in new formats, such as business communications in WeChat, but traditional cultural practices related to “face” still have a significant impact on business interaction. It is concluded that the difficulty of mastering the skills of “face” management in cross-cultural communications is caused by the presence of various unwritten social rituals associated with the “face”, which may be incomprehensible to a foreigner, being outside the context of the Chinese social environment.

Role of the spiral model of development and knowledge in modern management strategies

Abstract

The article reveals the content of one of the components of knowledge management – knowledge ge-neration in an organization. An attempt is being made to identify the mechanism of this generation and to reveal the potential for its effectiveness. It is shown that knowledge for an organization has the status of a special resource: it has its own dynamics of emergence and requires specific management actions. The experience of Japanese companies is used in applying a four-phase spiral model of new knowledge formation in an organization, when knowledge is translated into real technologies and products. Creating new knowledge literally means “reshaping the company and each of its employee in a continuous process of personal and organizational self-renewal”. The study presents the “ba” platform, which is interpreted as a system in which knowledge is activated as a creative resource and as a context in which interaction between explicit and tacit knowledge develops in a spiral. A SECI model is proposed. It describes such methods of knowledge transformation. By addressing organized processes such as knowledge creation and exchange, the mechanisms that ensure the transfer of knowledge in organizations are analyzed. It is concluded that knowledge transfer is a kind of key to a rare opportunity to understand what the prerequisites for a company competitive advantages are. A mechanism for resol-ving this paradoxical situation can only be formed by managers representing the creative class.

Данные файлы позволяют Сайту распознавать устройство Пользователя. 4. Категории субъектов персональных данных: все Пользователи Сайта, которые дали согласие на обработку файлов «cookie».

6. Срок обработки и хранения: до получения от Субъекта персональных данных требования о прекращении обработки/отзыва согласия.

7. Способ отзыва: заявление об отзыве в письменном виде путём его направления на адрес электронной почты Оператора: info@rcsi.science или путем письменного обращения по юридическому адресу: 119991, г. Москва, Ленинский просп., д.32А

8. Субъект персональных данных вправе запретить своему оборудованию прием этих данных или ограничить прием этих данных. При отказе от получения таких данных или при ограничении приема данных некоторые функции Сайта могут работать некорректно. Субъект персональных данных обязуется сам настроить свое оборудование таким способом, чтобы оно обеспечивало адекватный его желаниям режим работы и уровень защиты данных файлов «cookie», Оператор не предоставляет технологических и правовых консультаций на темы подобного характера.

9. Порядок уничтожения персональных данных при достижении цели их обработки или при наступлении иных законных оснований определяется Оператором в соответствии с законодательством Российской Федерации.
