Aims and Scope
The mission of the journal is to inform Russian and foreign readers and maintain an academic discourse at a fundamental level among the scientific, expert, general public, politicians and entrepreneurs about the current results of theoretical, exploratory and applied research at the intersection of natural science, socio-cultural and socio-political issues. First of all, scientific materials of a theoretical and empirical nature on a wide range of social and humanitarian knowledge related to problematic and predictive aspects of the development of Russian society and state, the international community and global society are accepted for publication. The journal sets itself the task of filling the professional infosphere with reliable scientific-theoretical and scientific-practical knowledge, disclosing the scientific potential of young researchers and scientists. In order to intensify the exchange of scientific knowledge, the journal accepts materials in Russian and English for publication.
The journal is aimed at researchers, analysts, teachers, graduate students and students interested in socio-political processes, management personnel, politicians.

Peer Review Process
Procedure for reviewing manuscripts
The journal accepts for consideration original, previously unpublished scientific materials corresponding to its thematic profile: analytical articles, research results, reviews of scientific events, reviews of new scientific literature, etc.
The editorial board see their goal as filling the professional infosphere with high-quality scientific-theoretical and scientific-practical material, which opens the way for a constructive professional discussion. To achieve this goal, when working with manuscripts, the standards of expertise accepted in the community are used and, if possible, are being improved.
All author's manuscripts are checked for compliance with the subject matter of the journal, design requirements, uniqueness and the absence of incorrect (self-) borrowing, as well as the procedure of "double-blind" reviewing by members of the editorial board specializing in the topic of the article. All materials received by the editorial office undergo mandatory electronic (software) checks for incorrect borrowings and excessive self-citation before sending the manuscripts to reviewers. Reviewers receive the text without copyright data, in turn, the authors are not disclosed the names of the reviewers. In the absence of an expert reviewer in the relevant direction, the editorial office undertakes to invite an external independent specialist. Recommendations and reviews initiated by the authors are taken into account, but regardless of their availability, all scientific articles sent to the editorial office equally pass through peer review.
On the basis of peer-review, a decision is made and communicated to the author: on the acceptance of the manuscript for publication; return for revision (comments, recommendations and terms are brought to the attention of the author); refusal to publish (a reasoned refusal is sent to the author). In general, the decision on the author's material is made within 21-28 days after the manuscript is received by the editorial office.
Each scientific article is assigned a DOI (digital object identifier) upon publication. Congratulatory materials can be included in the journal, but a separate DOI is not received.
The editorial board is ready to publish reports on errors found and check information about the facts of violation of the publication ethics by the authors. If confirmed, articles submitted with violations may be retracted.

Open Access Policy
In order to expand the global exchange of knowledge, the journal adheres to a policy of open access to current and archived issues. Full electronic versions of articles are posted on the official website of the journal and are available for review, copying, downloading, distribution and use for other legal purposes in the absence of financial, legal and technical barriers, with the exception of those that regulate access to the Internet itself, but with the obligatory indication of authorship and a link to the magazine's website. Materials are available under the Creative Commons Attribution International 4.0 CC-BY license.
Retraction Rules
Possible grounds for retraction of the article:
Duplication of an article in several editions; detection of incorrect borrowing or significant self-citation (self-plagiarism).
Discovered violation of the points of publication ethics by the author.
The findings are unreliable, either as a result of misconduct (e.g. data fabrication) or honest error (e.g. miscalculation or experimental error).
The Editorial team informs the author(s) about the retraction with justifying the reason. Retracted articles are identified on the journal website (on the table of contents of the issue and on the article page). The date and the reason of retraction is indicted on the article page. The Editorial team should inform about retracting material the Council on the Scientific Publications Ethics (Russian Association of Scientific Editors and Publishers), the National Electronic Library (NEL), and any bibliographic databases where the Journal is indexed.
The retraction procedure is carried out without statute of limitations for articles.
Plagiarism
The Editorial Board of the journal will immediately screen all articles submitted for publication in that journal. All submissions we receive are checked for plagiarism by using https://fnisc.antiplagiat.ru. Any suspected misconduct ends up with a quick rejection.
Publication Ethics
Ethical principles of editorial team
- The Editorial team of “Science. Culture. Society” adheres to conventional ethical standards of scientific publishing. It abides by the Declaration of Association of Science Editors and Publishers “Ethical Principles of Scientific Publications” (available online in Russian), and to the ethical principles of Committee on Publication Ethics (COPE).
- The Editorial team takes unbiased decisions based solely on the professional level and quality of the submitted manuscripts regardless of the race, gender, nationality, citizenship, religious, ideological and political views of authors.
- The journal publishes articles free of charge: the editorial board does not pay any royalties; the author does not pay any fees.
- The journal uses double-blind review, which means that both the reviewer and author identities are concealed from the reviewers, and vice versa, throughout the review process. The editorial board is obliged to provide for excluding any conflict of interests between the sides of the double-blind peer review process.
- Decisions about publication are made within 30 days from the date of submission. The author receives a decision on the acceptance of the manuscript for publication or the reviewer's comments if the manuscript is returned for revision.
- Any essential correctives to the manuscript are made solely after the author’s authorization. Should the author or the editorial team disagree with these amendments, they both possess the right to withdraw the article.
- The editorial board is avoid using the data from submitted manuscripts and not pass them to the third parties (excluding peer reviewers) before publishing.
- The editorial board discontinues preparation of the manuscript for publication in the detection of denounces of publication ethics, such as plagiarism, duplicate submission, misappropriation of research results and fraud. Infringement of copyright and moral standards not only is unacceptable from an ethical point of view, but also serves as a barrier for development of scientific knowledge, undermining credibility of sociological and political science.
- Published articles may not represent the point of view of the founders, editorial board or editorial team. However, the editors bears full responsibility for all published articles. This means a willingness to make corrections, clarifications, publish refutations, or retract the article if necessary.
- The editorial board takes as a premise that the authors and peer reviewers are familiar with the requirements to them (Ethical principles of the author, Ethical principles of the reviewer).
Ethical principles of the author
- The authors do not provide previously published and proposed for publication works in other journals for publication in the journal. For subsequent reprints, a link to the journal is required.
- The authors should indicate the contribution of all persons whose works are the basis for research. Co-authors shall determine the sequence of their names by themselves. The manuscript submission to the Editorial team implies that all co-authors have been familiarized with the text version submitted and all information contained therein, and agree with such.
- The authors must rely on representative results of the conducted research. It is forbidden to use and disclose invalid data deliberately.
- Manuscript reflects results of an original scientific study. Bibliographic references must be given for all academic works which influenced the research in some way. All borrowed content must be quoted according to rules of citing with reference to author and source.
- In the event of errors or inaccuracies in the article, which is under consideration or has already been published, the authors must promptly notify the journal’s editors.
Ethical principles of the reviewer
- Manuscripts are reviewed only by experts in corresponding subdisciplines. The reviewer, who is not well-qualified to evaluate the manuscript or cannot be objective, must inform the editor and ask to exclude him from the process of reviewing this manuscript.
- Reviewer cannot be a member of an established scientific team, which authors of a reviewed manuscript (or their frequent co-author in other works) belong to. Reviewer cannot be a scientific adviser (scientific consultant) of any of the authors — applicants for an academic degree. In case of any conflict of interests, the reviewer shall notify the Chief Editor of such, and withdraw from the peer review.
- Reviewed manuscript is a confidential document which cannot be distributed to third parties for consideration or discussion. Reviewer must not use information on manuscript’s content before its publication in his own interests.
- The reviewer is obliged to give an objective and reasoned assessment to research results. Compliance of the manuscript with the requirements of the journal on the subject and scope is analyzed in the review, as well as the scientific innovation, persuasion of experimental data, literacy, logicality and clarity of text, and representativeness of bibliography are evaluated. Review should contain an objective and profound analysis of scientific article, its academic and methodological strong and weak points. Personal criticism of the author is not acceptable.
- Review of the article is a confidential document.
