Abstract
In the article, the author describes the problems that arise when creating the Perm agglomeration. Attention is focused on the fact that due to the decrease in the number of people living in Perm, economic problems arise: the city risks losing the status of a millionaire city, which will significantly reduce its attractiveness to investors and budget subsidized financing at the federal level. The author comes to the conclusion that the annexation of neighboring territories is in the interests of not only local authorities, but also regional ones. The creation of a new modern infrastructure in the united territories will significantly increase the comfort of living, reduce the outflow of the able-bodied population to other, more developed regions of the country. The article provides examples of economically feasible measures to connect specific rural settlements to an urban agglomeration.
