CRIMINAL LAW PROBLEMS OF DEMOGRAPHY, REPRODUCTIVE TECHNOLOGIES AND HUMAN TRAFFICKING
Abstract
In Russia, for the first time, the civil law institute of infertility treatment using extracorporeal technologies using surrogacy underwent a legal transformation, legislation was changed, the law enforcement officer selectively (in some cases, all other things being equal) qualifies this as human trafficking. The legislator banned single men from participating in surrogacy programs (unlike single women), and banned foreign citizens from participating in programs. How legislative novelties and criminal legal uncertainty will affect the development of the demographic picture and the Russian reproductive industry, what responsibility actually comes for violating the rules of using high-tech medical procedures, the authors understand in the proposed article.



DEVELOPMENT OF SOCIO-ECONOMIC COOPERATION BETWEEN REGIONAL AUTHORITIES AND PUBLIC ENTREPRENEURIAL ASSOCIATIONS
Abstract
The development of public entrepreneurial associations plays a crucial role in fostering a favorable business climate in Russia. Such associations serve as a link between businesses and government structures, facilitating the resolution of important economic and social issues. This article examines the key methodological, organizational, and practical aspects of the functioning of entrepreneurial unions, as well as ways to improve their efficiency.
Public associations of entrepreneurs effectively promote dialogue between business and the state. They help to solve economic and social problems, ensuring the protection of the interests of entrepreneurs. Organizational and methodological approaches improve coordination and interaction within unions. The main problems include lack of funding and weak engagement of participants.
In order to increase the effectiveness of business associations, it is necessary to strengthen their organizational structure, increase financial stability and expand cooperation with government agencies.

Abstract
The article analyzes the current issues of defining the very concept of “artificial intelligence system” as the basis for creating a modern digital market, which highlights problematic topics in the fields of I development and application. The author evaluates the possibility of realizing the advantages of I and simultaneously reducing I risks, as well as the prospects for solving the super-task of creating a supernova generation of the I-mathematician system.

THE KEY RATE OF THE CENTRAL BANK. WHY IS HER SIZE SO IMPORTANT?
Abstract
In Russia, the key rate is 2 times higher than the inflation rate. A high key rate is beneficial to those who deposit money at high interest rates. Today, 63 trillion rubles are deposited in banks, of which 50 trillion belong to citizens, the rest of the money was deposited by enterprises. This is good for depositors, they receive interest income. This is also good for banks, they received money at an interest rate below the key rate and, therefore, they do not need to borrow money from the Central Bank at the key rate. But the high key rate has a lot of problems. High deposit rates attract everyone and instead of investing money in the development of production, money goes to banks and is washed out of the economy, economic development slows down, and this is unacceptable in the conditions of its own. According to the Central Bank, the increase in the key rate is usually due to the desire to take control and reduce inflation. But this only warms up inflation, the purchasing power of the population increases due to interest income, and the pace of economic development subsides from lack of money. The commodity mass is decreasing and becoming more expensive.



TOPICAL ISSUES OF URBAN ECONOMY
Abstract
In the article, the author describes the problems that arise when creating the Perm agglomeration. Attention is focused on the fact that due to the decrease in the number of people living in Perm, economic problems arise: the city risks losing the status of a millionaire city, which will significantly reduce its attractiveness to investors and budget subsidized financing at the federal level. The author comes to the conclusion that the annexation of neighboring territories is in the interests of not only local authorities, but also regional ones. The creation of a new modern infrastructure in the united territories will significantly increase the comfort of living, reduce the outflow of the able-bodied population to other, more developed regions of the country. The article provides examples of economically feasible measures to connect specific rural settlements to an urban agglomeration.
