Mathematical Assessment of the Impact of the Level of State Support on the Development of the Agro-Industrial Complex

Abstract

Introduction. Food security of the country is guaranteed by the effective functioning of enterprises of the agro-industrial complex (AIC). State support plays an important role in ensuring the stable operation of agro-industrial enterprises. Direct assessment of the degree of this influence on the development of AIC is an urgent task. Therefore, the article proposes and implements an approach to mathematically justified assessment of the impact of the level of state support on AIC development in the region. The purpose of the research is to develop mathematical models of the dependence of the AIC development indicators on the volume of state support using the example of statistical data of one of the constituent entities of the Russian Federation – namely, the Udmurt Republic. Methodology. The methods of correlation analysis, mathematical modeling and time series forecasting were used in the research. The work assesses the correlation between the volume of state support and the AIC key indicators, and also proposes regression models for analyzing and forecasting the indicators of AIC development depending on the level of state support. To account for state financial investments in AIC in prior periods, their accumulated value is used. Results. The results of the correlation analysis and mathematical modeling show that the accumulated amount of state support has a significant impact on the key indicators of AIC development including those of gross milk production, volume of agricultural output, livestock production and the level of wages of workers in this industry. The proposed mathematical models are quite accurate and allow forecasting the dynamics of AIC indicators taking into account various levels of state support, as well as building different scenarios of AIC development in the region. Three scenarios for the development of the dynamics of the key indicators of AIC development in the Udmurt Republic until 2030 have been built. Conclusion. A sharp decrease in state support to AIC and maintaining it at the 2022 level of 1.2 billion rubles or its reduction to 305 million rubles will negatively affect the forecasted dynamics of all indicators of AIC development in the Udmurt Republic. Only an increase in the volume of state support to the level of 3.4 billion rubles per year will lead to sustainable growth of all AIC indicators.

Changes in the Agricultural Labor Market in the Context of its Digitalization

Abstract

Introduction. To improve the efficiency of agriculture and ensure food security of the country, it is necessary to introduce innovative mechanisms. However, labor remains the main factor in agriculture, as in any other industry. The article discusses the importance and the role of labor resources in agricultural production in the context of digitalization of the industry. The purpose of the work is to analyze changes in the agricultural labor market and determine the role of workers’ education in the conditions of digitalization of the industry. Methods. In preparing the research results for publication, the following methods were used: scientific abstraction, content analysis, systems analysis, analytical and synthetic method, comparative analysis, as well as the study and generalization of documentary sources and scientific publications. Research results. One of the best options for solving the problem of increasing the efficiency of the agricultural sector is the development and implementation of a large number of measures to introduce digital technologies into the industry, since they play an important role in solving the task of increasing the volume of agricultural output. However, the process of digital transformation of the industry requires its employees to master new competencies. In this regard, experts emphasize the importance of both specialized training and basic technical education necessary for learning new tools successfully. It has been found that in order to effectively resolve personnel issues in the agro-industrial complex, strategic management is required based on the following theoretical, methodological, institutional and legal principles: partnerships between representatives of regional government bodies, social infrastructure of rural areas, the scientific community, educational institutions and the business sector of the agro-industrial complex; contractual forms of cooperation between branches of government, business and scientific and educational structures along with the indicative nature of the established goals and innovative methods for implementing the human capital development strategy. Conclusion. The agrarian policy of the Russian Federation provides for an increase in the level of professional qualities of rural producers, which, first of all, affects the labor market of the agricultural sector. In line with the designated trends, the Strategy for the Development of Agricultural Education in the Russian Federation until 2030 declares the need to change and improve the agricultural education system, which will help improve the efficiency of the labor potential of agriculture. The leaders of the agricultural sector of Russia believe that such modernization will foster the improvement of rural workers’ professionalism in the context of digitalization of the industry, which, in turn, will contribute to strengthening food security, as well as increasing Russia's competitiveness in international food markets.

Efficiency as the Most Important Indicator of Financing Regional Budget Expenditures

Abstract

Introduction. The Ministry of Finance of the Russian Federation carries out annual monitoring of the financial situation and the quality of financial management in the federal subjects of Russia. The regions make efforts to improve the efficiency of budget expenditures by using new tools. However, this often leads to the complication of budget processes, which ultimately reduces the level of information openness and transparency of expenditures. The purpose of the work is to conduct a comprehensive assessment of the types, methodological approaches and models of the efficiency of budget expenditures at the regional level and to identify their key effects and limitations of their application based on a comparative analysis of existing practices. Research methodology. The research utilized abstract and logical methods, statistical and analytical ones along with systematization, analogy and generalization. When considering the practical aspects of assessing the effectiveness of regional budget expenditures, the main focus was on the use of statistical and analytical tools. Results. The study systematized the approaches to determining the effectiveness of budget expenditures in the region, including the analysis of the implementation of state programs and national projects. Based on studying the dynamics of financial indicators, the authors identified the key factors influencing the effectiveness of the use of budget funds, as well as the institutional and economic constraints that have to be taken into account when improving the budget management mechanisms. The study of the regional experience of implementation of the action plan for improving the public finances of the Republic of Mordovia demonstrates the possibilities of using the program-targeted financing by the regional authorities for more effective management of budget expenditures. Conclusion. The socio-economic efficiency of regional budget expenditures shows the relationship between the magnitude of the socially significant result achieved and the magnitude of costs of implementing the state program. Efficiency demonstrates how the achieved results and the planned ones correlate in the process of budget planning and financing.

State Support of Scientific and Technical Developments for Creating Innovative Business in the Republic of Mari El

Abstract

Introduction. In the face of geopolitical challenges, the strategic objectives are to ensure technological sovereignty and create import-substituting machines. A significant
contribution to the solution of these tasks is made by innovation development institutions, including the Foundation for Assistance to Small Innovative Enterprises in Science and Technology (FASIE) in the Republic of Mari El. The purpose of the study is to demonstrate the positive effects of state support provided to innovation-oriented youth works and small innovative businesses of the Republic of Mari El in their production and economic achievements. Results. The FASIE grant programs, such as "UMNIK", "Student Startup", "Start", "Development" and "Commercialization" are actively implemented in the Republic of Mari El. An analysis of the implementation of the programs at the regional level over the period 2007–2024 was carried out. In the Republic of Mari El, "UMNIK" (the Russian abbreviation for "Member of the Youth Research and Innovation Competition") is the most popular program in terms of participants’ activity. The financial support to the program made it possible to achieve significant results in research activities in the form of publications, creation of intellectual property objects, defended theses and dissertations, and, most importantly, it allowed the contestants to create their own commercializable projects. Using the cases of two small innovative enterprises of the Republic of Mari El, the authors show the effectiveness of the state program in improving the companies’ business operations in terms of sales revenue, business profits and job creation. Conclusion. To encourage business representatives to be more active in submitting applications for FASIE competitions, it is necessary to pay more attention to the science and technology component of the project, its individuality and patent protection. It is important to use all mechanisms of science-based business support, which have a broad focus.

Conceptual Models of Interaction and Interpenetration of Digital Transformation and Sustainable Development in Industrial Enterprise Management

Abstract

Introduction. Modern company cases clearly demonstrate the focus of industrial enterprise management on digital transformation and ensuring sustainable development, which are usually implemented independently of each other. However, it should be taken into consideration that the combination of these processes at an enterprise often produces a synergistic effect. The aim of the study is to build conceptual models of interaction and interpenetration of digital transformation and sustainable development in the management of digital development of an industrial enterprise. Methods. The study employed the methods of analysis, synthesis, generalization and graphical modeling. The findings of Russian and foreign researchers published in highly rated scientific journals, as well as data from official websites of organizations were used. Results. Based on current views in the field of digital technologies and the ESG approach, the author proposes conceptual models of integration (interpenetration) of digital transformation and sustainable development of an industrial enterprise. The author's interpretation of the notions "responsible digital development of an industrial enterprise" and "sustainable digital development of an industrial enterprise" is presented from the position of directing the organization's sustainable development goals (when focusing on a specific type of responsibility or in the absence of such a preference). The author uses the terms "sustainable ESG development" and "ESG-sustainable digital transformation" to designate the development that meets the ESG principles. It is indicated that the situational prioritization of one or two ESG principles is manifested in the implementation of digital ESG-responsible development and digital ESG-responsible transformation by the enterprise management. Conclusion. The scientific novelty of the results obtained lies in the development of relevant and allowable practical application in corporate management models that take into account the scientific and characteristic concepts of sustainable development and digital transformation of enterprises. The proposed set of terms is complete, since it takes into account all possible combinations of digital transformation and sustainable development of the enterprise. The introduction of the author's conceptual models into the management system of an industrial enterprise will enable organizations to comply with the global focus on digitalization and sustainable development. Orientation towards the proposed models will help managers maintain and strengthen competitive advantages, as well as ensure sustainable growth of their organizations.

Development of a Conceptual Model of Smart Production for Machine-Building Enterprises

Abstract

Introduction. The demand for products from the global market and the need to respond to national security threats have led to the rapid growth and technological development of machine-building enterprises, primarily on the basis of digitalization and robotization of production, the use of integrated management of network production, supply chains and distributed assets of companies. The scientific and technical level achieved to date in the evolution of production management/production organization systems within the ‘Factories of the Future’ concept allows setting and successful solving the tasks of creating smart manufacturing. The purpose of the study is to develop a conceptual model of smart production for machine-building enterprises. The research objectives are to clarify the organizational and economic content and interpretation of the smart production concept as applied to machine-building enterprises, to propose a classification of properties and a system of principles for the establishment and functioning of smart production at machine-building enterprises, as well as to develop an approach to substantiating the choice of characteristics of the organization of the structure and the process of functioning of smart production at machine-building enterprises. Data and methods. The study was carried out using general research methods (analysis, synthesis, observation, comparison, modeling, generalization, formalization). The object of the study was machine-building enterprises implementing smart manufacturing. The subject of the study was managerial relations arising in the process of development of machine-building enterprises based on the introduction of smart production. Results. The authors clarified the organizational and economic content and interpretation of the concept of smart production in terms of the target orientation, functional content, implementation conditions and efficiency measurement. A classification of properties and a system of principles for building smart production were proposed; an approach was developed to substantiating the selection of characteristics of the organization of smart production based on standard solutions integrated into digital twin model. Taken together, this represents a conceptual model of smart production for machine-building enterprises. Conclusion. The authors have proposed a conceptual model of smart production for machine-building enterprises, which allows these enterprises to develop digital twins of production on its basis for use in operational, tactical and strategic management
in order to improve current efficiency and ensure sustainable development in the future.

Directions for Improvement of Corporate Social Responsibility Management in Banks

Abstract

Introduction. Corporate social responsibility (CSR) is a prerequisite for the successful operation of any enterprise or institution. Banking institutions of Russia are actively implementing CSR activities. A review of publications on the issue of CSR has been carried out. However, an important problem is the lack of comprehensive management of this type of activity due to the fact that no special CSR strategy has been developed to date. The conducted research was aimed at the elaboration of directions for improving CSR management in Russia’s Bank PSB PJSC in the new regions of the country. In accordance with the aim of the study, the following tasks were accomplished: analysis of the CSR activities of Bank PSB PJSC on the territory of the Donetsk People's Republic; clarification of possible types, forms and areas of the bank's corporate responsibility in the new regions; development of directions for improving CSR management of the banking institution. Results. The article characterizes the advantages and disadvantages of CSR strategy formation in a banking institution along with possible internal and external directions of the bank's activities in this area. The author proposes a structural and logical scheme of the content of the bank's CSR development strategy, which characterizes its goals, objectives, target groups, etc.; an algorithm of activities to develop CSR strategies of the bank is also proposed. In order to improve CSR management in Russian banks, the following activities are proposed for implementation: to establish the place of CSR in the bank management system and develop the CSR strategy of the bank. Conclusion. Further development of CSR management should be oriented towards the use of the integrated and process approache to the strategy elaboration and determination of responsible persons who will be in charge of the strategy development and implementation.

1. Я (далее – «Пользователь» или «Субъект персональных данных»), осуществляя использование сайта https://journals.rcsi.science/ (далее – «Сайт»), подтверждая свою полную дееспособность даю согласие на обработку персональных данных с использованием средств автоматизации Оператору - федеральному государственному бюджетному учреждению «Российский центр научной информации» (РЦНИ), далее – «Оператор», расположенному по адресу: 119991, г.
