Aims and Scope
“Power and Elites” is a Russian academic peer-reviewed journal that has been published since 2014. This journal became a logical continuation of published materials from annual all-Russian seminar “Sociological problems of power institutions under conditions of Russian transformation” that has been held by the sector of sociology of power and civil society of Sociological Institute of the Russian Academy of Science since 2001.
The journal publishes original articles containing the results of theoretical and empirical studies of power, power structures, institutions and groups. The journal also publishes translations, reviews and overviews of scientific conferences.

Publication Ethics
Ethical principles and responsibility of the editorial team
The editorial team of the journal “Power and Elites” is guided by the legislation of the Russian Federation on copyright and international ethical standards for scientific publications, in particular developed by the Committee on Publication Ethics (COPE) (http://publicationethics.org/resources/code-conduct).
Copyright infringement and professional ethics violations are not only unacceptable, but also serve as an obstacle to the development of scientific knowledge.
Ethical standards apply to all participants in the publication process: editorial team, authors and reviewers. The editorial team takes as a premise that the authors and reviewers are familiar with the requirements imposed on them.
The editorial team is accountable for all materials published in the journal. The editorial team strives to meet the scientific demands of readers and authors, constantly improves the journal, ensures the quality of published materials, supports the freedom of author’s expression, excludes the satisfaction of financial and other pragmatic needs at the expense of scientific and ethical standards. The editorial team is ready to publish corrections, clarifications, retractions and apologies when necessary.
The editorial team makes decisions on the publication or rejection of submitted materials based solely on its professional level and quality, regardless of the race, gender, nationality, citizenship, religious, ideological or political position of the author.
The editorial team follows the rules of blind peer review, in which information about authors and reviewers are closed for both parties. The author or co-author of the reviewed work, as well as the authors’ scientific supervisors, cannot act as reviewers. The editorial team ensures that there is no conflict of interest between the sides of the peer review process.
The editorial team stops preparing the manuscript for publication if any form of academic misconduct is detected. The most common cases of misconduct are plagiarism, duplicate submission, misappropriation of research results and data fabrication.
The editorial team undertakes not to use the data from submitted manuscripts or pass it to third parties (except reviewers) before publication.
Any essential amendments to the manuscript are made solely after the author’s authorization. If the author or the editorial team disagrees with the amendments, they both have the right to retract the article or reach a consensus.
The journal does not accept payments for publication; any attempt by authors or other interested parties to offer such payment may result in rejection of the submitted manuscript.
Published materials may not represent the point of view of the founder, editorial board or editorial team.
Authors’ ethical principles
The authors should not duplicate the submission and publication of materials.
Complete or partial republication of materials must be approved by the copyright owner. If permission is obtained, subsequent versions of the text require reference to the original publication.
The authors are required to identify all persons who have made a significant contribution to the preparation of the material. Persons who did not participate in the research cannot be listed as co-authors.
The order in which the authors are listed is determined by the group of authors before submitting the manuscript. The interests of the group of authors are represented by one selected person, who takes responsibility for correspondence with the editorial team.
In the manuscript, authors present the results of the original scientific research. All scientific works that influenced the research are provided with detailed bibliographic references. These references are formatted according to the citation rules, indicating the author and the original source. Unformatted citations and misappropriation of research results are not allowed.
Copyright for the original graphic material presented in the manuscript must belong to the authors of the manuscript. If the graphic material was prepared by the authors based on published data, it is necessary to provide comprehensive bibliographic references to the source.
The authors are responsible for all factual material presented in the manuscript and are obligated to base it on reliable results of the conducted research. The use and disclosure of deliberately false data is unacceptable.
The authors attach their personal data to the article (place of work, position, e-mail, ORCID and Researcher ID), which are permitted for publication in the journal.
The authors agree that the submitted article will be sent for blind peer review and undertake to cooperate with the editorial team to improve, reduce or supplement the text in accordance with the reviewer’s comments.
In order to avoid a conflict of interest, the authors are obligated to indicate in their manuscript the sources of financial support for the project.
If errors or inaccuracies are found in the article that is under review or has already been published, the authors should immediately notify the editorial team of the
The authors expect no author’s fee.
Violation of ethical principles may lead to rejection of the manuscript and further cooperation with the authors.
Peer review ethical principles
Manuscripts are reviewed only by experts in the relevant subdisciplines.
The reviewer who, in his/her opinion, is not well-qualified to evaluate the manuscript, cannot be objective, or cannot prepare a review in a timely manner should notify the editor, with a request to be excluded from the peer review process.
The reviewer cannot be a member of an established research team, which includes the authors of the reviewed work, as well as a regular co-author of any of them.
The reviewer cannot be a scientific supervisor (scientific consultant) of any of the authors – applicants for an academic degree.
The reviewer is obligated to provide an objective and reasoned assessment of the presented research results. The peer review should contain a comprehensive analysis of the strengths and weaknesses of the work. Personal criticism of the author is not acceptable.
The reviewer should not use information about the content of the work for his own interests or for the interests of third parties before its publication.
The reviewed article is a confidential document and cannot be passed on to third parties for review or discussion. In case of a conflict of interest, the editorial team should be notified immediately.
