THE INVESTMENT ATTRACTIVENESS OF THE REGION AS A FACTOR IN THE DEVELOPMENT OF IMPORT -SUBSTITUTING INDUSTRIES
Abstract
The import substitution policy has been implemented in Russia for a long time, and the escalation of the geopolitical situation following the events of February 2022 required the accelerated development of domestic production to strengthen the country's potential and ensure technological sovereignty. This article explores the issue of ensuring the investment attractiveness of a region in the context of the development of import-substituting industries. Based on the results of the conducted research, directions for increasing the investment potential of regions and mitigating investment risks are identified to ensure the favorable development of import substitution in the regions.



CURRENT ASPECTS OF THE IMPLEMENTATION OF THE INNOVATION AND INVESTMENT POLICY FOR THE DEVELOPMENT OF THE KALININGRAD REGION
Abstract
The article examines the current situation in the Kaliningrad region, taking into account the geopolitical situation in the context of sanctions measures applied to the Russian Federation by Western states. Particular importance is attached to ensuring the security of the region, developing the infrastructure of industrial parks and implementing large-scale social programs.
The need for integrated development of the agro-industrial complex, fish production and processing, as well as public catering enterprises based on the use of local agricultural and fish products is substantiated.
This approach will reduce the cost of production, which, in turn, will increase the food security of the region and contribute to its sustainable development. The situation in the Kaliningrad region is analyzed in the context of the complex interaction of global, federal and regional factors covering the economic and social spheres. The necessity of rethinking and adapting the state policy in the field of regional innovation and investment activities is emphasized. Preliminary estimates show that the introduction of an innovation and investment policy can increase the growth rate of the gross regional product by 2,5 times.



HYPER-CENTRALIZATION OF ECONOMIC RESOURCES IN THE CENTRAL FEDERAL DISTRICT: CAUSES, CONSEQUENCES AND PROSPECTS OF DECENTRALIZATION
Abstract
The article is devoted to the study of the spatial distribution of economic resources in the Central Federal District (CFD) of Russia, a macroregion that concentrates 40% of the country's GDP. Based on data from Rosstat, the Ministry of Economic Development and regional development strategies, key factors of hyper-centralization of resources in Moscow have been identified, including agglomeration effects, infrastructural advantages and migration flows. It was found that 68% of investments in the Central Federal District are concentrated in the capital, while the depressed regions (Ivanovo, Smolensk regions, etc) They are facing depopulation and deindustrialization. Statistical analysis, mapping and clustering methods were applied, which allowed us to identify three groups of regions: the "core", "industrial periphery" and "depressed regions". Measures have been proposed to reduce imbalances, including the development of growth hubs, infrastructural integration, and tax redistribution. The results show that the implementation of the proposals will make it possible to reduce Moscow's share in investment by 2030.



Risk Management to Achieve the Goals of the Perm Region's Government Programs
Abstract
Risk management plays a key role in achieving the goals of government programs, ensuring the sustainability and effectiveness of their implementation. The article examines the main risks that arise in the process of implementing government programs in the Perm Region, as well as analyzes methods for their identification, assessment and minimization. The research uses theoretical and empirical methods, including the analysis of regulatory documents, statistical data and generally accepted risk management practices in the public sector. Based on the analysis, recommendations are proposed for improving risk management mechanisms, which will improve not only the effectiveness of implementing government programs, but also the effectiveness of achieving their targets. Additionally, the article examines the role of government programs for the development of the region and the importance of risk management in their implementation.

IMPROVEMENT OF THE MECHANISMS OF OPERATION OF THE ECONOMIC MODEL OF HOUSING AND MUNICIPAL SERVICES
Abstract
The article considers the ways of improving the economic model of housing and communal services. The historical stages of development of the economic model of housing and communal services are analyzed. The key factors influencing the sustainability and development of the housing and communal services sector are discussed. Attention is paid to the existing problems in the field of financing and resource management. The need to integrate new technologies and management methods to achieve sustainable development of housing and communal services in the context of modern economic realities is emphasized. The directions of change in the functioning of government bodies and management companies in the field of economic management of the housing and communal services sector are described. The author proposes a conceptual mechanism for the operation of the economic model that meets modern capabilities for integrating strict reporting technologies.



ANALYSIS OF PUBLIC SERVICE SECTOR INDICATORS
Abstract
In the context of the dynamic development of society and changes in the economic environment, the sphere of public services is becoming the object of close attention from both the scientific community and government agencies. The analysis of indicators characterizing this area is an important task that requires a systematic approach. The article presents a study on the analysis of socio-economic indicators of the public sector of the service sector.
The results obtained during the preparation of the article can further serve as the basis for subsequent research, as well as become the basis for the development of new initiatives and strategies related to the development of the public service sector and strengthening citizens' trust in government institutions.
The article has an applied significance, which lies in the fact that it expands the field of research devoted to the quantitative (statistical and economic) analysis of the public service sector, deepens the understanding of existing processes and relationships in this area, and may in the future become the basis for more in-depth research.



The Impact of Digital Platforms on Healthcare Efficiency
Abstract
This article examines the impact of digital platforms on organizational processes in healthcare, focusing on their influence on improving efficiency and competitiveness of healthcare institutions. The paper emphasizes the benefits of automation and integration of digital solutions, including the use of information technologies to optimize workflows, enhance the quality of medical services, and reduce costs. Examples of successful digital platform implementations in global healthcare practices are presented, along with an analysis of the economic effects, such as reduced patient service times, improved diagnostic accuracy, and enhanced coordination among healthcare institutions. The article also provides recommendations for the integration of digital platforms into the healthcare system to improve overall efficiency, economic stability, and industry competitiveness.



Adapting Marketing Technologies to the Current State of the Entertainment Industry
Abstract
The paper is devoted to the problems of adapting standard marketing technologies to the entertainment industry, such as the difficult conditions of the entertainment industry and the low effectiveness of traditional advertising tools. It examines how the content of basic concepts changes when adapting to changing external environmental factors. It is shown that the transformation of the content of concepts reflects the special nature of the entertainment industry. The author's systematization of approaches to understanding the essence of marketing technologies, reflecting current trends in this field, is presented. A comparative analysis of marketing technologies and an assessment of their effectiveness in relation to various projects within the industry is carried out. The practical significance of the comparative analysis of marketing technologies lies in the selection of the most effective technologies that, in relation to the entertainment industry, will ensure an increase in performance indicators of enterprises in this field. The stability of the dynamics of the entertainment industry development has been proven, which makes it possible to apply a set of identified effective marketing technologies for it not only at the present time, but also in the near future. Recommendations have been developed on the adaptation of marketing technologies to the activities of entertainment enterprises, taking into account the specifics of this field and trends in marketing.

Abstract
This study is devoted to the study of the main directions and specifics of state and legal regulation of the work of peasant (farming) households. The article analyzes the fundamental regulatory documents establishing the legal status, rules for the organization and functioning of peasant (farming) households, as well as state support measures aimed at their progress. Particular attention is paid to the problems arising in the process of regulating the activities of peasant (farming) households, and possible ways to overcome them are proposed to improve the productivity and stability of this sector of the agricultural economy.

ARTIFICIAL INTELLIGENCE AND ITS ROLE IN THE IMPLEMENTATION OF NATIONAL HEALTHCARE PROJECTS
Abstract
This article examines the role of artificial intelligence in achieving the goals and objectives of the national projects "Health Technologies" and "Long and active life". A brief description of these national projects is provided. The main directions of using artificial intelligence in the healthcare system, as well as the problems and risks associated with its implementation, have been identified. Attention is paid to the study of the causes of untimely access to medical care by the population and the possibilities of telemedicine for wider coverage of the population with health services are considered. The need to create a favorable regulatory environment, develop educational programs and attract investments in the field of interaction between artificial intelligence technologies and medicine is emphasized.

Sustainable Development of the Organization as a Result Implementation of a Structural and Functional Approach to the Implementation of Strategic Human Resource Management
Abstract
The uncertainty of the business landscape is a key contextual factor in modern management. In this regard, it becomes extremely important to create a universal, highly adaptive business ideology, a kind of foundation for business and organizational values, to ensure effective management. The purpose of the study is to demonstrate that the sustainable development of business entities can become some kind of observable and measurable characteristic and reflect changes in key indicators of strategic human resource management. The issues of determining the characteristics of the "sustainable development of the organization" relevant for a given time period of the portfolio are being addressed. The originality of the approach lies in the fact that the author suggests comparing a certain numerical value of the indicator of "sustainable development" of an enterprise, represented by the arithmetic mean of the values of the proposed indicators (profitability, sales efficiency, organizational and managerial stability, social stability, consumer sustainability, environmental sustainability) and a certain numerical value of the indicator of "crisis resilience". "Crisis tolerance" is the sum of numerical values of indicators of the development of qualities of adaptability, dynamism, flexibility, diversity (creativity) employees evaluated by appropriate methods. This approach allows for a comprehensive approach to the management of business entities in modern business conditions.

Digital Transformation of Accounting and Audit in Russia: Trends and Prospects
Abstract
The problem of the impact of digital transformation on accounting and auditing in Russia is studied. The relevance of the study is due to the rapid development of digital technologies, globalization of the economy, increasing requirements for the transparency of financial information, automation of routine operations, changes in the role of an accountant and auditor, development of the regulatory framework and the need to ensure information security. Digital transformation contributes to increased efficiency and transparency of financial reporting, but requires significant investments in staff training and the establishment of appropriate standards and ethical frameworks. It was revealed that digital transformation has a significant impact on accounting and auditing in Russia, leading to the automation of routine operations, increased accuracy and efficiency of data processing, changes in the role of specialists, and the emergence of new risks and threats. The examples of implementation of various digital technologies in Russian companies, such as PJSC Gazprom Neft, M.Video-Eldorado, Sberbank, VTB, X5 Retail Group, Russian Railways, Magnit, Yandex, Rosneft, Lukoil, MTS, NLMK, Rostelecom and AFK Sistema, are analyzed, demonstrating significant success in automation of accounting processes, increasing the efficiency and accuracy of data, as well as in ensuring information security. The results obtained can be used to develop practical recommendations for the implementation of digital technologies in the accounting and auditing practices of Russian companies, as well as to improve educational programs in the field of accounting and auditing.

Abstract
In the article, the authors consider the theoretical foundations of pre-test conversations as an integral part of economic protection, which represent a set of methodological and psychological approaches aimed at effective interaction with test participants before conducting tests. This aspect of research activity plays an important role in increasing the reliability and reliability of the data obtained, as well as in ensuring the comfort and readiness of participants for the testing process. The authors paid special attention to the theoretical foundations of a pre-test conversation in a psychophysiological study.



INNOVATIVE METHODS OF ASSESSING ECONOMIC SECURITY IN HEALTHCARE: MODERN TRENDS AND DEVELOPMENT PROSPECTS
Abstract
The article is devoted to the analysis of innovative methods for assessing economic security in the healthcare sector, considering modern trends caused by digitalization and the integration of new analytical approaches. The paper provides a comparative analysis of traditional and modern methods, identifies their strengths and weaknesses, and defines the role of clinical and economic analysis in developing a unified model for assessing the effectiveness of medical institutions. The main focus is on developing new methodological models that allow optimizing resource management and ensuring the sustainability of the healthcare system. The presented results of the study demonstrate that the introduction of innovative tools in the process of assessing economic security contributes not only to improving the quality of medical services provided, but also to the efficient distribution of financial resources. The practical significance of the work lies in the possibility of applying the received recommendations to improve management decisions in public and private clinics, as well as to form health policy at the regional and federal levels
