MECHANISMS FOR BUSINESS STRATEGY ADAPTATION IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT: ECONOMIC AND MANAGERIAL ASPECTS
Abstract
The article analyzes the mechanisms of business strategy adaptation in the context of sustainable development, with a focus on economic and managerial aspects. It examines institutional and market drivers of strategic transformation, as well as practical approaches to integrating ESG frameworks into corporate structures. The study presents two roadmaps – for economic and managerial adaptation – outlining key directions, tools, and expected outcomes of implementation. Particular attention is given to aligning long-term business objectives with sustainability principles. The article also provides examples of strategies adopted by leading international companies (Apple, Amazon, Intel, Johnson & Johnson), demonstrating the effectiveness of ESG integration in corporate governance and investment planning.

SECURITY, POLITICAL STABILITY, AND ECONOMIC GROWTH IN WEST AFRICA: A DYNAMIC ANALYSIS OF THE WAEMU COUNTRIES
Abstract
This article empirically assesses the impact of political stability and security efforts on economic growth within the West African Economic and Monetary Union (WAEMU) over the period 2000-2021. Using a dynamic panel model estimated by the two-stage GMM method, we find that political stability has a strong positive effect on growth, while the impact of security efforts depends on their nature: military personnel negatively affects growth, whereas military spending has a positive effect in contexts of acute insecurity. Furthermore, social inclusion policies (measured by the EPIP index) appear to be a significant and robust driver of economic performance. These results underscore the need to integrate security, institutional stability, and social equity within a coherent framework for sustainable economic growth in WAEMU countries.

REAL CONVERGENCE IN WAEMU COUNTRIES
Abstract
The objective of this paper is to analyze actual convergence within the WAEMU zone. It will favor a better understanding of the evolution and impact of harmonization policies through the integration structure within this zone. It turns out that actual convergence in WAEMU countries could constitute an effective means of combating poverty and further strengthening the integration process within the zone. This convergence will also undoubtedly enable African authorities in general, and WAEMU authorities in particular, to strengthen or improve integration policies with a view to harmonized development, thereby addressing the economic and financial difficulties of the zone's member states.

MULTI-LEVEL HUMAN RESOURCES AUDIT AS A TOOL FOR IMPROVING ENTERPRISE PERFORMANCE
Abstract
This article is devoted to the important issue of improving personnel audit to increase the efficiency of a manufacturing enterprise. Due to the increasing importance of the role of personnel involved in the activities of enterprises of various industries and forms of ownership, human capital is becoming a leading economic resource. Continuous monitoring with the use of audit of personnel processes at the enterprise is necessary to improve the efficiency of human resource management and minimize risks. The article presents a description of the current model of personnel audit technology used at the enterprise, defines the sequence of actions and characteristics of the stages. As a result of the conducted research, the use of a systemic tool “multi-level audit” is proposed to improve operational efficiency.

FEATURES OF CONSUMER BEHAVIOR IN MARKETS OF SOCIALLY SIGNIFICANT GOODS AND SERVICES UNDER EXTERNAL SHOCKS
Abstract
This article examines consumer behavior patterns in markets for socially significant goods and services during external shocks, including economic crises, pandemics, geopolitical conflicts, and natural disasters. Based on an analysis of theoretical approaches and empirical data, key patterns are identified: an increase in panic buying and hoarding, and a shift in preferences toward basic needs. (Maslow's hierarchy effect), declining price elasticity of demand for essential goods, and the increasing role of digital platforms and government regulation. Particular attention is paid to consumer adaptation strategies, including diversification of supply sources and a shift toward resource conservation.

SELECTION AND JUSTIFICATION OF A BENCHMARK IN DETERMINING THE LEVEL OF MATERIALITY IN AUDIT
Abstract
This paper examines a key stage of audit and analysis of financial statements – the selection and substantiation of a benchmark for calculating the materiality level. The correct benchmark directly determines the efficiency and effectiveness of the audit, as well as the scope of planned audit procedures. Special consideration is given to the criteria for selecting the most relevant benchmark from financial reporting. The practical value of the study is illustrated using the example of calculating the materiality level for JSC Holding Company Novotrans. The results confirm that the developed approach contributes to enhancing the efficiency of audit procedures and the quality of the auditor’s opinion.

The article is devoted to a comprehensive analysis of the current changes in the Russian construction market in the context of the economic crisis, sanctions pressure and transformation of consumer demand. Special attention is paid to the study of the dynamics of housing commissioning, investment activity, the level of digitalization of construction processes, as well as trends in the development of individual housing construction as an important segment of the industry. The key role of effective change management and strategic adaptation of companies to ensure their sustainability and competitiveness is highlighted. The study is based on official data from Rosstat, the Ministry of Construction of the Russian Federation, the Unified Resource of Developers and industry analytical publications for 2023-2024.

FINANCIAL STATUS OF JAPAN'S LEADING AUTOMOBILE COMPANIES IN THE CONTEXT OF MACROECONOMIC STABILITY
Abstract
This article examines the financial condition of leading Japanese automotive manufacturers (Toyota, Honda, Mitsubishi) over the 2019–2024 period to assess their impact on Japan's macroeconomic stability. An analysis of key financial indicators (ROA, ROE, liquidity ratios) demonstrates high financial efficiency and a conservative capital management policy. Empirical modeling using linear regression confirmed the statistically significant positive influence of aggregated corporate financial metrics and the TOPIX index on Japan's GDP dynamics, emphasizing the corporate sector's pivotal role in shaping the country's economic stability.

REFORMING THE SUPPLY MANAGEMENT SUBPROCESS ORGANIZATION'S RESOURCES
Abstract
The importance of forming and maintaining a subprocess of managing the supply of resources of economic systems of the «organization» type at a high regulatory level cannot be overestimated. However, the current state of the selected management subprocess does not always meet the requirements of the strategy and tactics of individual modern organizations. A study of the state of this management subprocess in the basic organization has shown the presence of several problem areas that need to be addressed. Innovative proposals have been developed to reduce the danger of their existence in the organization. Based on the results of the examination, the forecast of the organization's performance for the coming year was carried out in the absence of their implementation and in case of elimination of the identified problems. The expert opinion showed an optimistic outlook in the case of full-fledged implementation of innovations to reform the attributes of the organization's resource supply management subprocess.

ASSESSING THE INTEROPERABILITY BETWEEN SUSTAINABILITY-RELATED FINANCIAL DISCLOSURES AND IFRS IN THE CONTEXT OF IFRS S1
Abstract
The article examines the role and potential of IFRS S1- General Requirements for Disclosure of Sustainability-related Financial Information standard, in ensuring interoperability between sustainability-related information and IFRS financial statements. Prior to the introduction of IFRS S1, existing sustainability reporting frameworks (GRI, SASB) developed separately, leading to issues related to informational inconsistencies and low reliability.Using a methodology of qualitative and normative analysis, the study demonstrates that IFRS S1 can be considered a powerful instrument for enhancing the reliability of financial information by mandating integration. The standard ensures interoperability through three key mechanisms: the application of the same information framework and assumptions; the mandatory establishment of direct linkages with core IFRS standards; and the requirement for the same reporting period. However, the implementation of IFRS S1 also faces challenges related to the low reliability of qualitative data and the lack of mandatory external assurance. The authors suggest strengthening internal control systems and implementing professional development programs to maximize the positive impact of IFRS S1 on the quality of reporting.

ELECTRONIC PUBLIC SERVICES: ANALYSIS OF SYSTEMIC BARRIERS ON THE WAY TO DIGITAL MATURITY OF THE REGION
Abstract
The article presents a critical analysis of systemic problems hindering the achievement of digital maturity in the provision of government services in the Kaluga region. Despite significant progress in expanding the coverage and accessibility of electronic services, the study identifies three key barriers: persistent digital inequality and insufficient levels of digital literacy among the population; issues in interdepartmental cooperation leading to inconsistent service quality and delays; and the need to move beyond mere digitization of existing processes towards their comprehensive optimization and the creation of proactive, customer‑centric services. The paper concludes that further progress requires not only technological solutions but also systemic management approaches aimed at overcoming these barriers.

Particular attention is paid to the stages of Chinese logistics transformation—from the traditional postal network to intelligent "instant delivery" systems. An analysis of the Kyrgyz economy reveals key factors hindering the sector's development: low purchasing power, significant regional imbalances, and high dependence on imports from external supply chains. ANALYSIS OF RUSSIAN SALES SCRIPT GENERATION SOLUTIONS BASED ON ARTIFICIAL INTELLIGENCE AND MACHINE LEARNING
Abstract
The article analyzes modern mechanisms for developing commercial communication scenarios through the use of information systems and neural network algorithms. The pathway of the integration of intelligent technologies into the activities of local Russian business-organizations during 2024-2025 is studied, and relevant statistical indicators are provided regarding the scale of implementation of neural network solutions in the commercial and marketing affairs. Attention is focused on the applied aspects of the implementation of deep learning algorithms in customer relationship management systems, their use for speech pattern recognition in order to improve customer interactions and the use of generative algorithms for the construction of individualized commercial dialogues. The conceptual foundations of using self-learning algorithms and linguistic analysis in the context of creating effective commercial scenarios are considered. The strengths and existing barriers of automated complexes are demonstrated, as well as promising vectors of the evolution of technological solutions in this direction are outlined. MARKET INDICATORS OF THE SPANISH BANKING SECTOR AS A FACTOR OF ECONOMIC GROWTH: A QUANTITATIVE ANALYSIS
Abstract
The article examines the relationship between the market indicators of Spain's leading banks and the dynamics of the country's economic growth. The analysis focuses on the banking sector, represented by the three largest banks: Banco Santander (International SA), BBVA (Banco Bilbao Vizcaya Argentaria SA) и CaixaBank (International SA), P/E, P/S, P/B multipliers and the IBEX stock index is carried out. Using the methods of correlation and regression analysis, a stable relationship was revealed between the dynamics of the studied market indicators and the gross domestic product (GDP) of Spain. The constructed econometric model made it possible to determine the optimal values of key indicators for stimulating economic growth. The authors explore a hypothesis about the degree of influence of market indicators on economic growth.

DEVELOPMENT OF VALUE ENGINEERING AT STAGES OF THE PROJECT LIFE CYCLE
Abstract
The article is devoted to the comprehensive development of value engineering methodology at all stages of the construction project life cycle under the conditions of the modern digital transformation of the industry. The integration of traditional cost management methods (Value Engineering, EVM) with advanced digital technologies (BIM, AI, predictive analytics) is considered, which makes it possible to achieve a 15–45% reduction of risks and optimization of costs. A systematized classification of risks by categories with differentiated minimization strategies is presented. Practical recommendations are proposed for the successful implementation of value engineering at each stage, including a risk matrix, comparative of the effectiveness of measures, and indicators of the economic feasibility of applying various technologies. Special attention is paid to the synergistic effect of integrating BIM technologies, Value Engineering, and the Earned Value Management (EVM) method to achieve an economic effect of 15–25% solely through optimization at the design stage. The study is based on an analysis of international practices, Russian statistics (9 out of 10 projects go beyond the planned budget), and real data on budget overruns at large facilities (average cost overrun 80%).

One of the most important tasks in national economic management is the development of an effective strategic planning system. This article examines the challenges of combining state indicative planning and corporate economic planning. The role and implementation forms of indicative planning systems in foreign countries are explored. The problems of aligning state planning with the logic of strategic development of corporate structures are highlighted. The contradictory nature of indicative plans is emphasized. Particular importance is attached to the development of cooperation institutions, the ability of businesses to create flexible forms of partnership, and the support of indicative planning systems on democratic institutions of civil society.

INDONESIA'S AGRICULTURE: CURRENT STATE AND DEVELOPMENT PROSPECTS
Abstract
Indonesia is one of the world's top 20 largest economies and one of the five most populous countries, and its rich agricultural potential encompasses all aspects of agribusiness, from the production of staple crops to fisheries and aquaculture. In the past decade, the country has made significant efforts to modernize its agricultural sector, implement innovative technologies, and enhance sustainability. Indonesia is one of the world's largest producers of palm oil, accounting for over 60% of global production. The main agricultural crop is rice, with a production of approximately 77 million tons per year. The country is also a major producer of coffee, cocoa, and spices. These products account for a significant portion of the country's exports. The BRICS countries, while continuing to strengthen their positions in the international arena, have positively assessed Indonesia's accession to the association in early 2025.

This article analyzes the operations of transnational corporations in Japan's machinery manufacturing sector, using Toyota Motor Corporation, Mazda Motor Corporation, Subaru Corporation as case studies. The study constructs empirical models to identify key financial indicators that can reflect the impact of these companies on the economic growth of the country. To meet the research objectives and ensure statistical reliability, the Japanese stock indices Nikkei 225 and TOPIX were utilized to help determine the relationship between the stock markets and the nation's Gross Domestic Product (GDP).

This article examines the features and trends of digitalization in the Russian economy, as well as its place in the oil and gas sector. The need for digital transformation of oil and gas companies is reflected in the article by analyzing tax revenues to the budget, which have increased over the past period, which increases the importance for the country's economy. Possible problems that may hinder the digital transformation of oil and gas companies are considered, as well as ways to solve them through a management system based on tools for implementing digital transformation. EVOLUTION OF PERSONNEL REQUIREMENTS IN THE CONTEXT OF ARTIFICIAL INTELLIGENCE DEVELOPMENT: GENESIS AND ROLE OF META-COMPETENCIES
Abstract
Rapid digitalization and the introduction of artificial intelligence challenge traditional models of personnel assessment based on specialized knowledge and template management, exacerbating the problem of adapting human resources to the conditions of an unpredictable and changing environment. The purpose of the article is to analyze the historical transformation of the requirements for an employee's competencies under the influence of technological waves, from the emergence of the competence-based approach in the mid-20th century to the formation of the concept of meta-competencies in modern times. The authors explore the genesis and content of meta-competencies as higher-order skills (critical thinking, creativity, and adaptability). As a result, it is proven that in the new paradigm, meta-competencies serve as a "human code," a unique set of qualities that allow individuals to manage and collaborate with AI rather than compete with it. They are transforming from a competitive advantage into a prerequisite for professional survival, as evidenced by the analysis of the paradoxes of the modern labor market and authoritative futurological forecasts.

INFLATION IN RUSSIA: CAUSES AND STABILIZATION MEASURES
Abstract
The article analyzes the inflationary processes taking place in the Russian economy over the period of 2010-2025. In the course of the conducted research, the authors identified the features of Russian inflation, determined the main factors of its growth, and assessed the effectiveness of the state's anti-inflationary policy. It is concluded that Russia's anti-inflationary policy demonstrates relative effectiveness only in the short term, while in the long term, its effectiveness is determined by the state's ability to balance price stability, investment activity, and social sustainability. Therefore, achieving sustainably low inflation in the Russian reality is possible only with a comprehensive approach that combines measures of both short-term monetary response and long-term structural transformations.

Abstract
This article analyzes the current state of economic analysis functions in Russian commercial organizations. The study identifies key challenges that hinder effective management decision-making: the methodological gap between financial and management accounting, poor data quality ("patchwork automation"), and a critical dependence on spreadsheet editors. Particular attention is paid to the theory of analytical approaches. It is substantiated that business analytics (BI) in the Russian SME segment is in its infancy. The author identifies the implementation of BI as a necessary shift in the management paradigm: a transition from retrospective fact-finding to predictive modeling in a highly turbulent market.

The analysis focuses on the specifics of innovation projects and identifies key barriers to their implementation under the PPP model in Russia. Based on a study of domestic and foreign experience, a structured model of the implementation mechanism is proposed, including stages, methods for assessing efficiency, and a set of recommendations for improving the regulatory and institutional environment. INSTITUTIONAL REGULATION OF PLATFORM EMPLOYMENT IN THE CONTEXT OF DIGITAL ECONOMIC TRANSFORMATION
Abstract
The article analyzes institutional mechanisms for regulating platform employment in the context of digital economic transformation. It examines the evolution of legal approaches to regulating labor relations in the platform economy and analyzes international practices of institutional regulation of digital forms of employment. Particular attention is paid to the problems of legal qualification of platform workers status, regulation of algorithmic management, and modification of social protection systems. Various models of institutional regulation used in European countries, Anglo-Saxon jurisdictions, and developing economies are examined. The challenges of institutional adaptation for developing and transition economies characterized by high levels of informal employment and limited institutional capacity are analyzed. The necessity of context-sensitive regulatory approaches that take into account the specifics of national labor markets is substantiated. Recommendations are formulated for improving institutional mechanisms for regulating platform employment to ensure a balance between stimulating innovative development of the digital economy and protecting workers rights.

Abstract
In M&A practice, a key yet least tangible asset of a transaction is often external goodwill. Its accurate valuation directly impacts the balance sheet structure and future financial performance of the acquiring company. This article provides a comprehensive analysis of the three fundamental approaches to goodwill valuation – income, market (comparative), and cost. The aim of the research is to develop practical recommendations for choosing the optimal methodology, depending on the valuation objectives, the characteristics of the asset, and data availability. The central thesis of the article is that no universal solution exists. The choice of the optimal method depends on a triad of factors: the purpose of the valuation, the availability and quality of data, and the specific nature of the company's business. The article serves as a practical guide for appraisers, CFOs, and investment analysts, enabling them to justifiably apply the most relevant goodwill valuation approach, thereby enhancing the quality of their decisions and reporting.

The article presents a comprehensive comparative analysis of the quality of life across the federal districts of the Russian Federation. ANALYSIS OF FINANCIAL RESULTS OF CLIENTS OF RUSSIAN FOREX DEALERS FOR THE PERIOD 2017-2025
Abstract
The article presents the results of an empirical study of the aggregate financial results of clients of Russian Forex dealers for the period from 2017 to 2025. Based on an analysis of aggregated quarterly and annual data provided by regulatory authorities, a quantitative assessment of the scale and dynamics of losses incurred by private investors in the over-the-counter foreign exchange market is conducted. The study reveals a consistently negative trend in the aggregate financial result across all major market participants. It is established that aggregate client losses significantly exceed aggregate profits, and the share of accounts with a negative financial result consistently predominates. The results confirm the hypothesis of high risks and statistical unprofitability of retail Forex trading for the vast majority of private investors, which has implications for developing measures to enhance their financial literacy and protect their rights.

MANAGERIAL TRANSFORMATION OF A FURNITURE ENTERPRISE BASED ON LEAN MANUFACTURING PRINCIPLES
Abstract
The article presents an expanded analysis of the managerial transformation of a small furniture manufacturing enterprise based on Lean Manufacturing principles. The research was conducted in a workshop specializing in customized cabinet furniture. The aim of the study was to identify the most effective Lean tools that can be applied to improve production organization without significant financial investment.
The diagnostic phase revealed several issues: lack of workplace standards, insufficient visual control, violations of operational discipline, accumulation of unusable material residues, and late identification of defects at the final assembly stage. Based on these findings, a set of measures was developed, including the implementation of the 5S system, visual instructions, a dedicated early quality control area, reorganization of material storage, and unified corporate appearance standards.
The implemented improvements led to significant operational results: production cycle time decreased by 15-20%, rework volume dropped by 40%, process transparency increased, employee discipline strengthened, warehouse costs were reduced, and access to tools became faster. The study demonstrates that Lean tools are highly efficient for small manufacturing enterprises and can be implemented with minimal investment.
The article confirms the applicability of Lean Manufacturing to furniture production and outlines further development opportunities, such as Kanban implementation, setup time reduction methods, and value stream mapping.

WO-TIER SEGMENTATION MODEL IN IT COMPANIES: FINISHED AND POTENTIAL PRODUCTS
Abstract
The article is devoted to the justification and development of a two-level segmentation model in IT companies. The segmentation procedure is implemented within two management loops. The internal, competency contour captures the strength and boundaries of the company's capabilities, and the external contour assesses demand density and scalability. It has been shown that the coordination of these contours allows us to identify problem areas where individual projects are highly likely to be converted into repeatable modules and finished products. A system of criteria for both projections and prioritization rules has been proposed, which translate the strategy from a set of wishes into the tested mechanics of solutions and reduce the risks of losses. Standard product strategies were proposed and a matrix of standard strategies for segmentation of IT companies within the framework of a two-circuit model was developed. It was concluded that the use of this model allows IT companies to accelerate the transformation of individual projects into reproducible products, increasing the predictability of revenue and the sustainability of long-term development.

This article is devoted to an in-depth quantitative analysis of the impact of the corporate banking sector of the United Arab Emirates (UAE) on the dynamics of national income formation. In the context of the UAE’s strategic course towards diversifying the economic structure, financial institutions are becoming a key catalyst for macroeconomic development. The study presents a statistical analysis of key financial indicators of three systemically important banks (Emirates NBD, RAKBANK, Emirates Investment Bank) for the period 2018–2024. The econometric toolkit, based on the method of least squares, allowed establishing a stable regression relationship between corporate governance performance indicators (including return on assets and return on invested capital) and gross domestic product (GDP) levels. Bank asset and investment returns have a significant positive impact on macroeconomic dynamics. The study examines a corporate management model focusing on digitalization and integration of sustainable development principles (ESG).

A STUDY OF THE DYNAMICS OF THE INFLUENCE OF AN INDIVIDUAL'S EDUCATION LEVEL ON THE DEGREE OF JOB SATISFACTION IN THE RUSSIAN FEDERATION
Abstract
This article conducts a statistical analysis of the impact of Russians' education level on job satisfaction with various aspects of their professional activity. The study is based on Rosstat data from 2018, 2020, 2022, and 2024, collected for the "Comprehensive Survey of Living Conditions of the Population," a biennial survey. The purpose of this study is to summarize the results from a large independent sample to identify the strength of the relationship between education level and job satisfaction with various aspects of professional activity. A strong correlation was demonstrated between education level and all aspects of job satisfaction. This correlation has significantly increased since 2018, particularly in aspects such as work schedule, professional satisfaction, and moral satisfaction.

ECONOMIC EFFICIENCY ASSESSMENT OF PARTIAL SUBSTITUTION OF SAWLOGS WITH PLYWOOD-PRODUCTION WASTE (PEELER CORES) IN THE MANUFACTURE OF PROFILED WALL GLULAM TIMBER AND CLT PANELS
Abstract
The article examines the economic efficiency of partially substituting sawlogs with plywood-production waste- cylindrical veneer peeling cores (peeler cores) in the manufacture of profiled wall glued laminated timber (glulam) and CLT panels. The relevance of the study is due to the significant volumes of plywood-production waste and the high cost of sawlogs traditionally used for manufacturing glued timber structures. According to reference data on specific waste generation indicators, the share of peeler cores in plywood production is 10-13% of the volume of processed raw material. Considering plywood production volumes in the Russian Federation, a potential resource of plywood cores amounting to hundreds of thousands of cubic meters is formed annually. The paper proposes a technological method for processing peeler cores by drying and planning, converting a cylinder into a four-sided billet. The theoretical yield limit for such a conversion is 63.7%, and the industrially achievable yield of laminations is taken as 45%, allowing for technological losses. It is shown that using peeler cores exclusively in the inner layers of glued structures, while complying with the lamella alternation conditions, makes it possible to reduce sawlog consumption by 33.3% for three-layer profiled wall timber and by 40% for five-layer timber. The assessment of the economic effect shows that the typical range of savings in the raw-material component is 23-36%, depending on the layer scheme and the cost ratio of the materials used.

Statistical data for 2021–2024 are presented, demonstrating a threefold increase in the number of tourists and an increase in their average expenditure, indicating the emergence of a full-fledged industry with high added value. Particular attention is paid to the country's unique natural capital and the development of organic agriculture as a key advantage of Kyrgyz gastrotourism. This article analyzes the role of ERP systems in improving the efficiency of Russian enterprises. In the context of economic sanctions, the need for technical sovereignty and the transition to domestic software, particular attention is being paid to solutions using various platforms, one of which is 1C: ERP. The study revealed that the implementation of ERP systems leads to a significant reduction in operating costs, optimization of business processes, and increased efficiency and competitiveness. This paper, based on an analysis of published case studies and empirical data, substantiates the need to implement integrated enterprise resource planning systems for both large and mid-sized corporations. The article is devoted to the study of the application of methods of managing innovative projects in Russian companies. The authors have summarized the classification of methods of managing innovative projects and identified four main groups of methods. The main focus is on classical (Waterfall) and flexible (Agile, Scrum, Kanban) approaches. The authors have identified the main factors that influence the choice of a method for managing an innovative project and have argued for the benefits of using flexible methods for managing innovative projects. QUALITATIVE AND QUANTITATIVE RISK ASSESSMENT METHODS: COMPARATIVE ANALYSIS AND IMPLEMENTATION CHALLENGES IN RUSSIAN COMPANIES
Abstract
The article is devoted to a comparative analysis of qualitative and quantitative risk assessment methods, as well as the problems of their application in Russian companies. The methodological basis of risk management, including ISO 31000 and GOST R ISO 31000-2019 standards, is considered, and four groups of methods are analyzed in detail: qualitative, quantitative, combined and expert. A study of 82 Russian non-financial companies revealed a critically low overall level of risk management maturity (0.34 out of 1). It has been established that qualitative methods prevail, while quantitative methods are used to a limited extent, especially in strategic planning. Systemic problems have been identified: formalization of processes, insufficient integration of risk assessment into management decisions, low organizational accountability of the risk management function.

As a result, it is concluded that targeted formation and promotion of cultural identity is a strategic direction for the development of the urban economy, in particular through strengthening tourism potential.

THE PLACE OF THE PUBLIC SECTOR IN THE SYSTEM OF TAX FLOWS
Abstract
The taxation system, being actively and constantly reformed in modern Russia, determines the economic relations between households, firms and the state on the issue of money allocation, which explains the relevance of scientific works. In the process of researching the place of the public sector in the system of tax flows, a number of new issues have been identified that require further study: the definition of "tax benefits", the effectiveness of the tax system with different taxpayer statuses in the public and private sectors. Three main models were identified: the "privileged", "hybrid" and "unprivileged" public sector. Each of these models defines the place of this sector in the system of tax flows and raises the question of the effectiveness and rationality of the formation of tax obligations for agents involved in the production of public goods.

CULTURAL ADAPTATION STRATEGIES IN CROSS-BORDER E-COMMERCE AND CONSUMER RESPONSES
Abstract
This article provides a theoretical analysis of companies' cultural adaptation strategies in cross-border e-commerce and consumer response patterns. The aim of the study is to systematize these strategies and construct a conceptual model explaining how end users perceive adaptation efforts. Based on a systems approach and theoretical analysis, a typology of strategies has been developed, ranging from global standardization to deep localization, including hybrid forms and cultural mediation. It is shown that strategy selection involves balancing economic efficiency and cultural relevance. The author's model establishes that consumer response is nonlinear and mediated, determined by cultural distance, individual consumer characteristics, and the perceived quality of adaptation based on criteria of authenticity, convenience, and relevance. The theoretical significance of this work lies in the development of an international digital marketing framework, and the practical significance lies in providing tools for substantiating companies' marketing strategies

REGIONALIZATION OF THE GLOBAL ECONOMY: FACTORS, MANIFESTATIONS, AND CONSEQUENCES
Abstract
The article examines regionalization as a key trend in the development of the global economy amid the slowdown of globalization processes. Since the 2008–2009 financial crisis, the global system has faced increasing geopolitical tensions, disruptions in supply chains, a rise in protectionism, and growing state efforts to ensure technological and economic sovereignty. Against the backdrop of deglobalization, regional integration blocs gain importance as alternative centers of economic and political power. The study explores the prerequisites and features of regionalization, analyzes integration dynamics within ASEAN and BRICS, and evaluates the transformation of the global monetary and financial architecture as well as the emerging trend toward multipolarity. The findings suggest that regionalization functions as a systemic mechanism enabling states to adapt to global instability and contributes to shaping the new architecture of the world economic order.

PROBLEMS AND PROSPECTS OF USING DOMESTIC SOFTWARE IN THE EDUCATIONAL PROCESS OF SCHOOLS AND UNIVERSITIES
Abstract
The transition of educational institutions to domestic software has become a critical task in light of Russia’s push for technological sovereignty. This article examines the problems and barriers to implementing Russian software in schools and universities, and analyzes data on the spread of artificial intelligence technologies and software solutions in education. It is noted that after 2022, dependency on foreign software in education became a critical issue, and extensive import substitution efforts were initiated. Through a review of domestic best practices – such as the use of the 1C: University platform in universities and the “MyOffice” office suite in schools – successful implementation cases are highlighted. Key reasons for the slow transition to Russian software are identified: the lack of fully functional analogues in certain specialized domains, insufficient staff training, inertia, and infrastructural constraints. The prospects for overcoming these barriers are outlined, including the development of in-house solutions, government support measures (creating a software registry, academic license discounts, competence centers), training educators to use new software, and academia-industry collaboration. The article concludes that a comprehensive set of stimulus measures and accumulated positive experience create the conditions for widespread adoption of domestic software in the educational process.

EFFICIENCY OF THE COMPANY'S MANAGEMENT SYSTEM: THEORETICAL AND METHODOLOGICAL ASPECT
Abstract
The article discusses the theoretical and methodological aspects of management efficiency, which is the most effective way to win the competition. The assessment of economic performance indicators is determined by the necessary, but insufficient basis for the implementation of conclusions about the quality of management of the organization. Therefore, the object of analysis should be other quantitative and qualitative indicators indicating effective and competent management of the organization. The scientific significance of the study lies in the fact that the role of the organization's management in the practical aspect of the activity acts as a system for developing control influences on the management object, where the continuous formation of new areas of activity certainly presents difficulties caused by the lack of proper interaction of the organization's functional units, the exchange of information between them and the coordination of their efforts, which requires study and development of recommendations.
